Maintenance Operations Manager

The Maintenance Operations Manager provides operational leadership for the maintenance program across the agency’s affordable housing portfolio, ensuring timely, compliant, and cost-effective maintenance operations while overseeing maintenance personnel and work order management.

Responsibilities

Lead and supervise the full maintenance team including scheduling, coaching, and performance management
Ensure unit turns are completed within the agency goal of 15 business days
Oversee daily operations of work orders and preventative maintenance across all properties
Coordinate closely with the Maintenance Procurement & Work Order Clerk to monitor inventory and supply needs, and to schedule and track work order assignments
Review, approve, and track maintenance purchasing and supply usage in alignment with budgetary goals
Provide technical guidance and hands-on support to technicians and regional leads as needed
Maintain accurate records of work completion, staff assignments, and unit readiness progress
Collaborate with property and asset management staff to identify long-term maintenance needs
Collaborate with the Director of Asset Management and the Director of Procurement and Operations to create scopes of work for vendors in support of RFP development and grant applications
Ensure staff follow safety protocols and receive appropriate training
Investigate and resolve maintenance-related resident complaints and service delays
Lead training sessions and ensure onboarding for all new maintenance staff
Track key performance indicators and generate reports on team performance, productivity, and unit readiness
Perform additional duties as assigned
Observe/follow guidelines on confidentiality rights of residents and respect their privacy
Maintain accurate record of hours worked and turn in timesheets and mileage records on schedule
Contribute to and support a positive, team-oriented work environment
Attend required training and agency meetings
Set and monitor measurable goals for unit turns, response times, and team productivity
Communicate regularly with the Director of Asset Management on maintenance operations and staffing
Collaborate with the Maintenance Procurement and Work Orders Clerk and Regional Leads to forecast needs and assign work efficiently
Facilitate regular team meetings to review progress and address challenges
Promote a respectful, inclusive, and team-oriented work culture
Provide feedback and recommendations on policy improvements and operational efficiency
Monitor maintenance expenditures and stay within approved budget limits
Approve purchase requests and verify compliance with procurement policies
Track use of agency tools and materials
Support long-term budget planning by identifying capital repair needs
Assist in developing and reviewing annual maintenance budgets in collaboration with executive leadership

Required

High School diploma or equivalent required
Ten years of experience in residential property maintenance including supervisory experience
Must have experience and be able to use the following modern office business equipment: computer, telephone; and other equipment as technology evolves and needs arise
Possession of, or the ability to obtain and maintain throughout employment, a valid Washington State driver's license with fully insurable driving record and auto insurance
Ability to pass a criminal background check for positions where the employee will or may have unsupervised access to children, developmentally delayed persons, or vulnerable adults
Expertise in residential maintenance including HVAC, plumbing, electrical, carpentry, and appliance repair
Proven leadership and supervisory skills
Strong problem-solving, time management, and organizational abilities
Proficient with Microsoft Office 365 applications including Excel, Outlook, and Teams
Experience working with Yardi property management/work order tracking system
Excellent communication and interpersonal skills
Knowledge of OSHA safety requirements and applicable codes
Familiarity with affordable housing program regulations (HUD, LIHTC, USDA-RD, HOME)
