Administrative Supervisor
The State of Montana is seeking an Administrative Supervisor to lead a team within the Professional Licensing Bureau of the Employment Standards Division. This role involves supporting the Executive Officer Team and licensing boards, ensuring compliance with state law, and promoting operational excellence and public accountability.

Responsibilities
Lead, mentor, and evaluate the Executive Officer Team, providing direction, coaching, and performance feedback to ensure board operations align with DLI standards, state law, and best practices in public administration
Establish operational priorities and accountability measures for Executive Officers overseeing multiple licensing boards; monitor progress and results to ensure consistent, legally compliant, and efficient outcomes across programs
Partner closely with the ESD and Bureau leadership teams to coordinate board governance activities, ensuring all meetings, agendas, communications, and decisions are conducted in accordance with Montana law, administrative rules, and departmental policy
Analyze Bureau wide board operations and licensing workflows to identify trends, operational challenges, and improvement opportunities; implement data driven solutions that enhance program effectiveness, transparency, and public confidence
Oversee the integrity of official board records, decisions, and reports to ensure compliance with open meeting laws and proper documentation for public and legal reference
Provide fiscal oversight of assigned boards and licensing programs by reviewing expenditures, forecasting resource needs, and aligning budget goals with strategic priorities and statutory mandates
Serve as a key liaison between the Executive Officers, other Bureau supervisors, and DLI executive leadership to promote collaboration, consistency, and shared accountability across all professional licensing programs
Develop and refine policies, procedures, and standard practices that strengthen statewide licensing operations, support staff development, and improve service delivery to licensees, applicants, and the public. Model and cultivate a culture of professionalism, inclusivity, and ethical public service that emphasizes responsiveness, employee growth, and the Department’s mission to protect Montanans through effective professional licensing oversight
Qualification
Required
Demonstrated experience supervising, leading, or coordinating staff in a professional, regulatory, or administrative setting
Experience supporting boards, commissions, or executive teams in licensing, compliance, or governance-related processes
Proven ability to interpret and apply complex laws, rules, and policies with accuracy and fairness
Experience using data to evaluate program results, improve workflows, or track performance metrics
Experience preparing presentations, reports, or policy documents for internal and external audiences
Bachelor's degree in Public Administration, Business, Communications, Political Science, or related field may supplement relevant experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered
Demonstrated ability to lead professional staff performing complex regulatory work
Skilled in fostering accountability, collaboration, and continuous improvement among teams supporting multiple licensing programs
Proven experience supporting or collaborating with executive officers, boards, or commissions
Skilled at guiding staff in implementing board directives, preparing accurate materials, and maintaining effective, transparent governance practices
Skilled in delivering clear, professional communication to diverse audiences including board members, licensees, and the public
Demonstrated ability to represent the bureau and division with diplomacy, tact, and professionalism
Deep understanding of administrative law, licensing statutes, and agency policy
Ability to interpret, apply, and communicate regulatory requirements to ensure programs operate within legal and ethical boundaries
Strong analytical and problem-solving skills
Experienced in using data, metrics, and workflow analysis to identify trends, mitigate risks, and implement practical, sustainable improvements
Demonstrated capability to track budgets, monitor fiscal goals, and align resources with program objectives
Skilled in making informed decisions to promote cost-effective operations and responsible stewardship of public funds
Ability to manage dynamic workloads across multiple programs and prioritize effectively
Skilled in adapting to changing board directives, legislative updates, and policy shifts within the regulatory environment
Advanced proficiency in digital platforms and licensing databases to manage applications, records, and reporting
Skilled in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), Adobe, Zoom, and other relevant data management systems
Skilled in developing professional presentation materials that convey complex information in an accessible and visually compelling manner, ensuring audience understanding and engagement
Demonstrated ability to communicate effectively in public settings by delivering clear, engaging, and informative presentations tailored to diverse audiences, including staff, leadership, and external stakeholders
