The State of Maryland is seeking a Manager for the Local Management Program, a critical leadership role responsible for overseeing the administration of local authorities and ensuring compliance with administrative awards and grants. This position requires extensive knowledge of the Public Behavioral Health System and involves responding to the needs of senior staff regarding budgetary issues and local behavioral health authorities.

Responsibilities

Oversee the administration of local authorities, compliance and effectiveness of all administrative awards, grants, and contractual obligations that are connected to the State Plan

Responsive to the Deputy Secretary/Chief of Operations/Secretary of MDH and other BHA Directors’ needs for information about and from the LBHAs/CSAs/LAAs and budgetary issues throughout the year

Required

Bachelor's degree from an accredited college or university

Six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level

A Master's degree from an accredited college or university will substitute for one year of the general experience

A Doctorate will substitute for two years of the general experience

Additional experience will substitute on a year-for-year basis for the college degree

Preferred

Extensive professional experience (approximately 4-6 years) in health policy, large scale grant management and/or behavioral health system planning within a State

Significant experience (4+ years) supervising managers and professional staff

Understanding of and experience with grant awarding and monitoring

Experience in process and system improvements and implementation

Demonstrated ability to analyze and draft complex legislative reports and prepare executive-level policy briefs under tight deadlines
