ADMINISTRATIVE PROGRAM MANAGER II Director of Property and Fleet Management
The State of Maryland's Department of Public Safety and Correctional Services is seeking a Director of Property and Fleet Management. This role is responsible for overseeing the implementation of policies regarding the management of the department's assets, including land, buildings, and vehicles, while ensuring compliance with state laws and regulations.

Responsibilities
Oversee and monitor property and other inventory policy and procedures for the department to ensure that its operating agencies comply with DBM and DGS requirements and state laws
Prepare written directives, bulletins and reports to ensure proper procedures are followed
Monitor agency activities, report findings and make recommendations to improve operations and enhance inventory/property functions
Review and make recommendations on changes to the Department’s Policy and Procedures for the management of its assets
Responsible for managing Department property records systems which identify values and track the location of land, buildings, capital equipment, infrastructure and construction in progress as well as perpetual inventories for material and supplies
Provides technical assistance and training for operating agencies on policy and procedures for the control and accountability for property and implementation and use of automated systems
Collect and report information related to the acquisition, assignment, use, operational costs, and incidents related to the operation of State vehicles used by the Department; Ensure compliance with State of Maryland Policy and Procedures for Vehicle Fleet Management and Drivers of State Vehicles
Coordinate the timely processing of required reports to DBM and DGS on the value of land, building, infrastructure, equipment, material and supplies, and work in progress, vehicle inventory status and commute mileage, excess property declarations and missing and stolen property reports, and facilitate the processing of insurance claims for the damage or theft of fixed assets including vehicles involved in accidents or damaged by other means
Review Legislative Auditors findings on property matters
Prepare and assist institutions/agencies with development of corrective action plans, also closely monitor to ensure timely completion of corrective action plans
Ensure maintenance of control accounts for fixed assets for consolidated agencies of the Department and monitors other control accounts to ensure that the operating units of the Department establish the necessary controls on materials, supplies and fixed assets to comply with all State requirements and the policy and procedures of the Department
Ensure management and staff follow State policies and procedures regarding management of fixed assets and materials and supplies
Ensure fixed asset inventories are audited on a regular basis to ensure integrity of the inventory process
Qualification
Required
A Bachelor's Degree in Business Admin, Logistics, Public Admin or related field
At least 5 years of experience working in Property & Fleet Management
At least 3 years progressive management/supervisory experience in fleet, facilities, or equipment maintenance
Preferred
Experience with Budgeting, cost control, financial acumen
Experience with Fleet/facility management best practices, maintenance operations, relevant software
In-depth knowledge of Federal (DOT, OSHA) & state laws/safety standards
Experience with Project Management: Ability to manage complex projects, from construction to fleet initiatives
