Health Care Program Specialist (HCPS/DLS) – Internal Only
NEOGOV is seeking a Health Care Program Specialist to support the Health Care Authority (HCA) in Washington. This role involves ensuring the legal promulgation of rules and provider instructions, facilitating rule development work groups, and collaborating with subject matter experts to produce clear and accurate documentation for healthcare services.

Responsibilities
Promulgate Washington Administrative Code (WAC or rules) for HCA's programs, including rules shared with DSHS and DOH, and other rules as needed
Provide technical assistance to staff to compile program data necessary for the development and writing of Small Business Economic Impact Statements as necessary
Independently organize, facilitate, and manage multiple simultaneous rule development work groups, leading them through the rule development process using strong management and communication skills
Develop/update provider billing manuals, billing instructions and accompany electronic messages to reflect changes to program WAC, coverage, policy, and billing procedures, payment, etc
Review, edit, and approve material written by workgroup team members
Collaborate with subject matter experts to write provider documents that are necessary, fair, understandable, consistent, accurate, and concise
Ensure final provider documents are consistent with the WAC
Provide technical assistance to program staff to ensure consistency and accuracy in provider billing documents
Monitor WAC and provider documents websites and inform ORP's web point of contact about issues
Qualification
Required
Demonstrated knowledge, understanding, and application of the statutes and rules that regulate Washington State rule making, including the Administrative Procedures Act (Chapter 34.05 RCW), the Regulatory Fairness Act (Chapter 19.85 RCW), and the Code Reviser regulations in Chapter 1-21 WAC
Demonstrated ability to write clearly and concisely, applying clear writing and 'Plain Talk' principles
Demonstrated ability to communicate effectively with diverse groups, including internal colleagues and top management, and external customers
Demonstrated strategic planning skills to ensure appropriate rule and document development
Demonstrated computer skills, including Microsoft Word and Outlook
Documented regular and reliable attendance

Demonstrated skills necessary to effectively lead and manage multiple rule and document development workgroups involving a variety of topics, issues, and personalities, maintaining a focus on program needs. Includes strong skills in: Initiative, Leadership, Written and oral communication, Customer service, Group facilitation, Team building, Decision making processes, Consensus building, Problem resolution, Negotiation, Organization
Qualifying candidates will also meet one of the following criteria options: Option 1: Master's degree involving major studies in technical writing, English, communications, project management, or a closely allied field. Two (2) years' experience in rule, technical, or manual writing. Option 2: Bachelor's degree involving major study in technical writing, English, communications, project management, or a closely allied field. Four (4) years' experience in rule, technical, or manual writing. Option 3: Eight (8) years' experience in rule, technical, or manual writing. Option 4: One year as a Health Care Program Consultant
Preferred
Minimum 1 year experience in writing and promulgating Washington Administrative Code for a state agency
Master's degree with major studies in public health, public administration, or closely related field and minor studies in English, technical writing, or closely related field
Two (2) years' consultative experience in health services or Medicaid programs
Certified Public Manager certification
Web development skills using Share Point, html, and/or other applications
