Community Development Technician I, II
Oregon Care Center is seeking a Community Development Technician to provide essential administrative and technical support within the Community Development Department. The role involves managing land use processes, maintaining departmental data systems, and serving the public with land use inquiries.

Responsibilities
Provide the public with information about land use regulations and various community development application processes
Conduct initial completeness review of applications, communicating and noting any additional items that are needed for a complete application
Prepare public notices, mailings, and other administrative communications as required for the department
Coordinate pre-application meetings and prepare application files
Provide administrative support to the Planning Commission and Board of Adjustment meetings. Duties may include, but are not limited to setting up the meeting room, printing packets, managing sign-in sheets, setting up electronic and digital programs, managing recordings of meetings, and taking minutes for meetings
Communicate professionally and serve as a positive representative of departments and the County, including respecting sensitive/confidential communications and documents
Utilize applicable databases for project research and tracking including, but not limited to, Geographic Information System (GIS), permit process, recorded documents, and assessor data
Organize schedules for notices and public hearings, assembling staff reports and posting agenda information on the County website
Perform website updates and maintain departmental forms, complying with the Colorado Anti-Discrimination Act (CADA) requirements for documents
Accurately and timely process requests from the public for assigned responsibilities
Qualification
Required
An associate's degree or equivalent college coursework in a relevant field for planning, urban development, engineering, land surveying, land use, GIS, or four years of relevant experience in a local government setting is preferred
At least three (3) years demonstrated intermediate level administrative technician experience is generally required
At least two (2) years' experience working in a community development or planning department is generally required
Must demonstrate a solid technician level understanding of the land use code in order to provide the public with requirements and applicable codes
Demonstrated ability to review plans and documents for conformance to codes and regulations, interpret and apply departmental procedures, issue minor land entitlements (ex. Minor Subdivisions)
Must demonstrate experience to routinely, timely and accurately create and maintain department files, prepare records and reports, prepare for meetings, coordinate department timeliness, deadlines, and notifications
Must demonstrate proven ability to conduct simple research projects and assemble case summaries
Must function effectively as a department superuser and internal expert for database platforms with the ability to configure, customize, design work flow, trouble shoot and train users
Active and unrestricted State of Colorado driver's license is required or must be obtained within three (3) months if moving from another state
Preferred
In-depth knowledge and experience of community development software systems including asset and work management and permitting and citizen engagement
Knowledge of the principles of Geographic Information Science and GIS technology
Skill and ability in the use of GIS software and familiarity with the Esri ArcGIS platform
Proficiency in the following skills: data analysis, data manipulation, data visualization and reporting, data acquisition and creation, database maintenance, and project planning and implementation
Familiarity with SQL databases and understanding of Application Program Interfaces (API) and webhooks for potential system integrations is helpful
Strong analytical and troubleshooting skills to investigate software problems and implement effective solutions
Ability to communicate professionally and courteously
Strong Interpersonal skills, project management, research, and technical writing are key skills required
