The University of Cincinnati is seeking a Supervising Management Analyst to serve as the Public Information Officer. This leadership role involves managing the Public Information Office, overseeing strategic communication plans, and enhancing the agency's visibility through community and media events.

Responsibilities

Perform a variety of high level administrative tasks as the Public Information Officer in the agency
Responsible for the overall management and leadership of the Public Information Office, including overseeing the agency strategic communication plan, enhancing the visibility and image of the agency, and enhancing partnerships with key internal and external constituencies
Responsible for planning and overseeing special community and media events that profile and promote public awareness of the Department's activities and function
Participates in organized events including those that occur outside of regular business hours such as exhibits and events that enhance the visibility of the department's mission
Writes and publishes informative articles associated with the Department's activities and events
Creates and develops for the public and Department multimedia forms of informational/educational materials relating to the Department's activities
Serves as spokesperson for the Department as assigned by the Department Director or his designee
Employee may coordinate projects with the City Manager's Office and the City Public Information Officer in updating the website, communicating through the news media, and utilizing various communication vehicles as needed
Performs related duties as assigned
Prepares and distributes news releases, feature articles, and radio and television interviews to disseminate information and promote department services
Serves as department spokesperson as assigned by the Department Director or his designee
Develops and maintains current distribution lists for media contacts, city public information personnel, city department contacts, community liaisons, city business contacts, etc
Presents news and feature story ideas and media kits to media contacts and coordinates resulting coverage and interviews
Creates and designs newsletters and instructional materials such as brochures, flyers, multi-media exhibits, videos, and PowerPoint presentations
Establishes and maintains working relationships with local and regional public agencies, community groups, media persons and others as needed to coordinate projects and disseminate information
Designs and conducts surveys and data analysis to evaluate effectiveness of public relations/information activities
Assists with photography, videography, and audio-visual projects including producing scripts and video programs about the department
Oversees preparation of displays and equipment and coordinates staffing of exhibit booths at local events
Assists in maintaining information being featured or maintained on the department's website
Researches and remains informed about new technologies and tools for reaching and educating the public including social media tools
Develops unit policies and assists in developing city policies and ensuring compliance with unit/departmental policies and providing direction for the unit/ department activities
Develops, administers, and evaluates work programs for the unit
Participates in short-term (1 year) and long-term (2 or more years) planning for projects within the unit, department, or the city
Plans and directs meetings for the unit or department
Sets up task forces for special projects
Administers programs and contracts funded by the City or other funding authorities
Oversees the preparation of operational budgets for the unit
Establishes scope of services and performance criteria for vendors and contractors
Prepares or directs the preparation of reports, recommendations, and presentations to the Commander, Chief, City Manager, City Council, or others as needed
Designs methodologies for research projects and implementation
Directs the research and analysis of problems and recommends solutions
Works with computer personnel to define projects and explain desired outputs
Researches grant opportunities and takes action to submit and respond to grant proposals
Attends workshops, meetings and conferences as a representative of the unit, department or the City

Required

Each applicant must have a Bachelor's Degree from an accredited college or university in communications, marketing, public relations, journalism, or related field
Minimum of five years of management work experience with at least three years of direct supervisory experience is required
Must be an excellent communicator and team builder
Must have knowledge of emerging trends in the field of communications, including use of new technologies
Must have knowledge of the principles of public administration, public information, and/or intergovernmental relations
Experience speaking to the public, giving interviews to the media, and delivering presentations to a live audience
Experience writing and/or designing public information materials such as brochures, flyers, and articles for public dissemination

Preferred

A Master's Degree in one of the above fields is preferred
Experience working in or with a government organization is preferred
