Utility Services Capital Projects Engineer
The City of Kennewick is committed to providing excellent public service and ensuring community safety. They are seeking a Utility Services Capital Projects Engineer responsible for managing and overseeing consultant design services for water, sewer, and drainage facilities, as well as handling construction inspections and contract administration related to these infrastructure improvements.

Responsibilities
Directs, supervises and manages the activities of the design and construction of water, sewer and drainage infrastructure for the Public Works Department, including design, surveying and right-of-way acquisition activities
The incumbent must establish and maintain cooperative working relationships with consulting engineers, designers, contractors, Federal, State and local agency representatives, property owners, utility companies, the general public and other City employees
Responsibility for the management and oversight of consultant design services of water, sewer and drainage facilities for the Water & Sewer Services Division of the Public Works Department, including all design, survey and right-of-way activities performed for utility infrastructure projects in the City. Such as: water and sewer infrastructure, including water and wastewater plant upgrades; reservoir and booster station construction; wastewater lift stations; water and sewer trunk lines, and drainage facilities
Develops and monitors goals and objectives to efficiently accomplish assigned tasks and responsibilities of the design and construction of water, sewer and drainage infrastructure
Develops cost estimates for Department projects and funding applications
Reviews the work of subordinates and consultants to ensure conformance with sound engineering practices, and all applicable environmental and Federal, State and City standards and regulations
Approves and stamps design documents and specifications prepared under his/her supervision
Represents the Public Works Department before citizens, interest groups and federal/state/local governmental agencies
Assures that concerns and complaints from the public and others are adequately and timely addressed; analyzes solutions for problems and challenges and recommends corrective action, as needed
Develops proposals and oversees the selection, negotiation and administration of consulting engineering agreements
Assists in the preparation of the updates for the Water/Sewer Capital Improvement Plan, Water System Comprehensive Plan, General Sewer Plan and Wastewater Treatment Plant Facility Plan, and the Comprehensive Stormwater Plan
Assist in preparation of and monitors the Utility Services Division Capital Improvement budget
Coordinates activities with other City departments
Prepares reports and presentations for the Department, City Council and other agencies
Supervises development of and revisions to City engineering standards and specifications
Acts as a mentor and technical resource for subordinate supervisors and staff
Provides for training and development of subordinate supervisors and staff
Conducts performance evaluations, administers discipline; participates in the hiring, termination and pay change recommendations of Section staff
Oversees the maintenance of office records, maps, construction project documents and related records, including as-built record drawings of all public and private development work
Qualification
Required
Bachelor's Degree in civil engineering or a closely related field
Minimum of three years of experience administering municipal engineering projects
Minimum of one year of supervisory experience
Extensive managerial experience and background in the civil engineering principles specifically related to water sewer and drainage design, construction, maintenance and repair
Engineer-in-Training (EIT) certification required
Must pass a criminal background investigation
Must maintain regular attendance and punctuality
Must maintain a level of mental and physical fitness required to perform the essential functions of this classification
Comprehensive Knowledge Of principles and practices of civil engineering, particularly as they relate specifically to the design, rehabilitation, construction, inspection, and repair of water, sewer and drainage facilities
Municipal public works planning, design and administration
Contract management and administration
Considerable Knowledge Of management practices and procedures
Supervisory practices and techniques
Project planning and project management principles and practices
Accounting and financial management
Federal, State and environmental rules, regulations and procedures
Ability to make clear and concise presentations at formal meetings such as Commission and City Council meetings
Ability to plan, organize and direct the work of subordinates
Ability to communicate effectively orally and in writing
Ability to operate a computer and be familiar with computer-aided-design and drafting and related business software
Preferred
