TALENT ACQUISITION MANAGER (HUMAN RESOURCES MANAGER II) (EM-03) [1 vacancy]
NEOGOV is seeking to fill a Talent Acquisition Manager position in Honolulu. This role oversees the operations of the Outreach & Talent Acquisition Section, focusing on developing strategies for external sourcing and achieving hiring goals for City-wide positions.

Responsibilities
Develop short- and long-term strategic plans for talent acquisition and external sourcing
Develop tactical plans to execute recruitment strategies to aggressively fill civil service vacancies and achieve hiring goals
Serve as an advisor and liaison to City top-level management on talent acquisition issues, including, but not limited to, targeted sourcing of talent, difficult to fill positions, candidate engagement, candidate experience, and marketing of City jobs
Develop a vision for outreach and talent acquisition programs involving Outreach programs and events aimed at targeted sourcing, candidate engagement, candidate experience and employer branding
Develop and recommend new policies and procedures affecting City hiring; recommend and coordinate implementation of modifications to improve the efficiency and effectiveness of existing policies and programs
Provide training in talent acquisition and outreach strategies, tactics and processes
Perform other related duties as assigned
Qualification
Required
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree
Four years of mid-to-senior level experience in strategic talent sourcing and acquisition, two of which must have involved performing as a senior level worker regularly carrying out the most difficult and complex assignments
Such experience must demonstrate knowledge of tactics and strategies aimed at targeted sourcing, candidate engagement, candidate experience, and marketing of jobs
Such experience must demonstrate knowledge of labor market conditions, competitive hiring practices, and industry trends related to hiring and recruitment
Such experience must demonstrate knowledge of strategic marketing and planning
Such experience must also demonstrate the ability to plan, supervise and review the work of others
Such experience must also demonstrate the ability to interpret and apply pertinent laws, rules and regulations
Such experience must also demonstrate the ability to research data and prepare clear and concise reports
Such experience must also demonstrate the ability to express ideas logically, both orally and in writing
Such experience must also demonstrate the ability to analyze and develop solutions for unusual problems
Such experience must also demonstrate the ability to recommend operational improvements
Such experience must also demonstrate the ability to deal tactfully and effectively with others
Such experience must also demonstrate the ability to give and follow oral and written instructions
