Human Resources Director

Harris County is seeking a Director of Human Resources to join their executive leadership team. This role is responsible for developing and overseeing all human resources functions for the Public Defender's Office, ensuring compliance with employment laws and promoting an equitable workplace.

Government Administration

Responsibilities

Develop and implement comprehensive human resource strategies aligned with the mission, values, and operational goals of the Public Defender's Office
Serve as a trusted advisor to the Chief Public Defender and executive leadership on workforce planning, organizational development, employee relations, and risk management
Oversee human recourses policies, procedures, and practices to ensure consistency, compliance, and best practices
Ensure hiring practices are equitable, inclusive, and compliant with applicable civil service rules, county policies, and employment laws
Partner with leadership to assess staffing needs, succession planning, and workforce development
Supervise employee relations matters, including discipline, grievances, investigations, and conflict resolution
Provide guidance on leave administration, accommodations, and benefits-related matters
Maintain accurate personnel records and human resources data systems
Support initiatives that promote employee wellness, engagement, and retention
Ensure confidentiality and data integrity at all times

Required

Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field from an accredited college or university
Minimum of seven (7) years human resources experience
