Responsibilities

Lead and manage the business requirements documentation project plan for an enterprise MIS system
Analyze current system functionality and translate it into clear, actionable business and system requirements
Conduct gap analysis between existing documentation and federal, state, and program requirements
Coordinate requirements gathering sessions with business users, technical teams, and subject matter experts
Guide and mentor team members in analyzing systems and developing accurate requirements documentation
Track project milestones, risks, issues, and dependencies; escalate concerns as needed
Obtain stakeholder review, validation, and sign-off on requirements and priorities
Collaborate daily with team members to monitor progress and ensure delivery of project objectives
Prepare solution options, risk assessments, and cost/benefit or ROI analyses
Ensure accuracy and compliance in documenting system functionality and regulatory requirements

Required

10+ years of business analysis experience, including requirements elicitation and documentation
Strong knowledge of project management frameworks and methodologies
Experience working with large-scale IT systems and enterprise environments
Proven ability to define functional, non-functional, and system requirements
Strong interpersonal, negotiation, and conflict-resolution skills
Ability to produce clear, complete, and actionable documentation
Experience analyzing complex business and technical processes
Excellent written and verbal communication skills

Preferred

Experience working with government regulations or compliance frameworks
Experience leading teams or workgroups
Background in project management
Ability to interpret policies and translate regulations into system requirements
Experience gathering MIS requirements in large organizations
Experience creating solicitation or contract requirements
Bachelor's degree in Business, Computer Science, Information Systems, or related field
Certifications such as PMI-PBA or IIBA CBAP
