Deputy Program Manager

Responsibilities
Serve as the primary support to the Program Manager, assisting as a focal point for contractor functions related to performance under the DS/T contract
Support regular interaction with the Contracting Officer’s Representative (COR) and Government Technical Monitors (GTMs) to help ensure performance across all contract task orders
Assist in monitoring and overseeing contractor performance to ensure compliance with contract requirements and service-level expectations
Support the Program Manager in advising and assisting the COR regarding contract scope, execution, and performance matters
Assist with achieving human resource objectives, including recruiting, onboarding, employee development, counseling, and performance management, in coordination with the Program Manager
Support compensation actions and help ensure enforcement of company policies and procedures
Assist in ensuring timely and accurate reporting, provision of qualified personnel for each task order, and implementation of contract SOW and task order requirements
Support planning, scheduling, organizing, and assessing performance of personnel assigned to the contract
Coordinate and track professional development and required training for contract personnel
Assist with oversight of on-time deliverables, invoicing support, personnel reporting, and ad hoc reporting requirements
Support the Program Manager in reviewing, addressing, and correcting contractor personnel conduct issues to ensure professionalism and alignment with Department of State standards
Qualification
Required
Must possess and maintain an active SECRET security clearance
Recent (within 5 years or less) relevant experience working with Diplomatic Security
Must have a bachelor's degree in a business, management, or security related field
Must have at least 12 years of professional experience
Must have at least 5 years of experience managing large government programs
Must have at least 5 years of experience as a program manager as a contractor responsible for meeting contract requirements
Must have at least 5 years of leadership/supervisory experience
Experience with Department of State (DOS) policies and procedures
Experience with the function, policies, and procedures associated with security operations of US embassies and consulates abroad
Ability to conduct all the responsibilities listed above and demonstrated leadership and supervisory skills
Demonstrated experience in planning, evaluating, analyzing, and implementing government programs
Experience as an instructor or manager of adult education programs for security professionals
Excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences
Ability to function effectively in challenging situations
