Responsibilities

Plans, assigns, reviews, and coordinates the activities of staff providing a variety of skilled construction and maintenance activities
Assigns priorities to work projects and activities
Prepares and submits weekly schedules for preventive maintenance on all planned activities
Gives special instructions as needed and inspects work sites to determine size and composition of work crews
Analyzes and evaluates performance in relationship to established timetables and departmental maintenance standards
Evaluates program goals, objectives and monthly reports including program effectiveness and efficiency
Participates in the hiring of new employees and makes recommendations for disciplinary action
Ensures staff is properly trained
Supervises staff and contractors engaged in specialized construction and maintenance projects including but not limited to the repair, reconstruction and maintenance of canal crossings, concrete surfaces, drainage systems, cleaning and replacing culverts, placing riprap along canal banks, and underground drainage pipes, landscape, irrigation, construction, maintenance, and repair work associated with City streets, roadways, medians, nurseries, and playgrounds
Establishes programs of preventive maintenance, discusses routes, and schedules and distributes personnel and equipment to obtain maximum results
Assigns complaints for priority handling and spot-checks completed work in the field
Investigates causes of frequent inlet problems
Supervises staff engaged in the repair, maintenance, and operation of flood control gates, sometimes during heavy rain and high wind, in order to control canal elevations to prevent flooding
Supervises staff engaged in the inspection and maintenance of canal systems, for aquatic plant encroachment
Suggests the use of correct herbicide or biological agent and method of application for treating plants obstructing or hindering water movement & landscape beautification projects
Supervises the application of herbicides to the roadsides, medians and waterways owned and operated by the City
Ensures that signs are posted to notify public of pending pesticide applications and sets up and oversees the mechanical harvesting program
Supervises the removal of plant material manually when conditions permit
Sets schedules for sprayers and maintenance workers and enters such schedules on computer
Supervises the operation of a computerized spray rig and amphibious vehicles used in dredging, spraying, harvesting, and removing sediment and vegetation from canals and waterways
Schedules clean-up of canal debris and tree removal and removal of extraneous material from waterways/roadways which may include heavy objects, dead fish sediment and containers of unknown contents
Coordinates with contractors, supervisors, and participates in the inspection of contracted areas such as municipal facilities, rights-of-way, drainage, city trees and project sites to identify repair needs and makes recommendations as necessary
Coordinates with program staff and vendors, for all hurricane preparedness activities, both pre- and post-storm, including but not limited to, staging equipment, sandbag operations and distribution to residents
Coordinates setup and staging of variable message boards within city’s rights-of-way, notifying the public of activities and upcoming events
Coordinates logistics of the program’s maintenance, servicing and repairs of vehicles and equipment used to ensure compliance with all applicable policies, procedures, regulations and standards of quality and safety
Prepares reports for regulatory agencies, if necessary
Applies for required licenses, and construction permits and works with other governmental agencies to ensure proper management of aquatic resources
Keeps abreast of the latest trends, research and safety precautions regarding the use of herbicides and other chemicals
Applies new technology or safety procedures to program operations and maintains an inventory of required supplies and equipment
Investigates the benefits and drawbacks of using certain herbicides and chooses appropriate herbicides for specific applications
Prepares purchase requisitions for approval
Investigates and responds to public concerns or complaints
Visits sites where emergency situations may exist checking on type of emergency conditions, the responsible party, and corrective actions needed
Informs other city departments or agencies of conditions that exist that need corrective measures and schedules crews to make conditions safe until corrective measures can be made
Receives, reviews, assist in the preparation of and/or submits various records and reports including budget documents, purchase requisitions and invoices, daily schedules, job applications, technical reports, correspondence, monthly reports and charts, personnel paperwork, etc
Operates a variety of equipment such as computer, boats, vehicles, trucks, trailers, forklift, backhoe, spray machinery, lawnmowers, yard tools, hand tools, drafting instruments, mechanical harvester, telephone, two-way radio, etc
Interacts and communicates with various groups and individuals such as Public Works administrators and employees, sales representatives, professional peers, and the public when required
Holds such meetings of Field Operations personnel, as necessary, for discussion of matters related to the field operation services and required improvement of the operations
Remans on call for emergencies 24 hours a day, 7 days per week
Receives, reviews and processes accident reports, requisitions, work orders, purchase orders, budget reports, weekly reports, various other reports, memos, etc
Performs additional related duties as required and/or assigned

Required

High school diploma or GED
Six (6) to eight (8) years of experience in field operations or large-scale commercial maintenance operations, to include two years at a supervisory level
Or an equivalent combination of training and experience that provides the required knowledge, skills and abilities
Must possess a class “B” CDL driver's license or higher
Must possess an Arborist License within 1 year
