GIS Analyst Senior
The Arizona Department of Revenue is seeking a GIS Analyst Senior responsible for coordinating all GIS aspects within the Information Technology Support Division. This role includes providing technical assistance, preparing operating procedures, and ensuring compliance with regulatory requirements while managing GIS projects and data integrity.
Responsibilities
Coordinating all GIS aspects for the Arizona Department of Review (ADOR) Information Technology Support Division
Determining user needs and providing technical assistance to the 15 County Assessors' Offices
Preparing and updating operating procedures and policies for the GIS system
Ensuring proper planning and execution of projects
Defining, developing and coordinating operational refinements and enhancements of the existing geographic information system
Communicating with users, planning and coordinating required mapping and changes to related IT or legislative projects
Providing training to more junior staff and contractors
Coordinating data acquisition, processing and distribution for implementation and refinement of the GIS
Preparing management reports, plans and other documents as requested by management
Developing, implementing, deploying and managing ESRI client and intranet based mapping products and their capabilities
Closely coordinating and quickly resolving description/map discrepancies
Performing maintenance on City annexations and TAC GIS layers to provide precise, up-to-date boundary data
Updating GIS layers upon changes in boundaries of newly created taxing districts
Coordinating with external sources including County Assessors to ensure data quality and integrity of GIS data and requested changes
Processing requests to create new or add additional data to GIS locators and using ESRI tools, and publishes updates to the web
Applying patches and troubleshoots issues using tools to validate data and its integrity, and runs other geo-processes as needed
Updating, coordinating, communicating, and using automation to maintain data integrity
Ensuring compliance with and audit readiness for all federal, state, state-wide, local, and other applicable regulatory requirements
Ensuring that technical processes are documented, maintained, updated and followed
Remaining current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities
Staying abreast of new GIS technologies and makes recommendations to management to optimize productivity and service
Actively contributing to team and individual effectiveness through the following: - Attending staff meetings and huddles of work unit or district; and may cascade and track information as indicated
Completing all required training in a timely manner
Participating in assigned work teams as appropriate
May complete periodic metrics, projects, huddle boards and reports as requested
Preparing for and actively participating in 1:1 coaching with supervisor
Maximizing work processes and deliverables through lean principles within the Arizona Management System (AMS); and providing recommendations for process improvement, and engages in continuous improvement efforts as assigned
Recommending and implementing database changes to enable ease of data quality
Other duties as assigned
Qualification
Required
Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor's Degree (e.g., B.A.), training, coursework, and work experience relevant to the assignment
Minimum of five (5) years of GIS and analysis experience (or equivalent experience, e.g., Advanced GIS software training – (e.g., modeling and database integration)
Extensive working knowledge of GIS systems, spatial data, database management systems, and development platforms
Knowledge of Geographic Information System (GIS) technology, computer programming and computer graphics
Knowledge of cartography, thematic maps, mapping applications and related mathematics
Knowledge of Coordinate Geometry (COGO) mapping technology
Working knowledge and operation of related GIS equipment i.e., plotter, printer, digitizer
Effective verbal, written, and listening communication skills
Effective organization and time management skills with the ability to manage multiple projects simultaneously and work in high-pressure situations
Effective interpersonal skills and demeanor
Effective in the skill of synthesizing feedback and adjusting accordingly
Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive
Proficiency in computer setup and operations in a Windows environment
Proficient in installing, configuring and troubleshooting client and server based GIS/ESRI software and basic network/communication issues
Proficient in the use of systems such as ESRI based ArcGIS Desktop/Pro and Enterprise based software
Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
Ability to translate legal documents with meets and bounds into GIS layers, and to prepare thematic maps as requested
Ability to read and analyze legal descriptions of taxing jurisdiction boundaries and determine tax area codes
Ability to prepare, present and explain map and GIS products/functionality to managers, users and other groups
Ability to work both independently and collaboratively as part of a team
Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner
Ability to learn LEAN concepts, principles and tool
Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem; organizing, classifying and synthesizing the data into fundamental issues; from the information, identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and, identifying the options and solutions for addressing the problems analyzed

In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects
No substantial exposure to adverse environmental conditions (such as in typical office or administrative work.)
Preferred
Bachelor's in Information Technology, Computer Science, or a related field
Previous experience using ArcGIS Pro
Previous experience reading property legal descriptions
Previous experience using COGO (ESRI or AutoCAD)
Previous experience supporting and maintaining ArcGIS Enterprise server based software
