Improving Community Outcomes For Maternal and Infant Health Program Manager

The NC Department of Health and Human Services is one of the largest agencies in North Carolina, responsible for ensuring the health and well-being of its residents. The Program Manager for the Improving Community Outcomes for Maternal and Infant Health Program will oversee the implementation of strategies to improve birth outcomes and reduce infant mortality across nine counties, while providing guidance and support to local health departments.

Health Care

Responsibilities

Manage and oversee all aspects of the ICO4MCH Program to ensure compliance with program goals and objectives
Develop, negotiate, and execute contracts with local health departments and partner organizations
Monitor funded sites through regular reviews, site visits, and performance assessments to ensure adherence to program standards
Provide technical assistance and guidance to local health department partners on program implementation and best practices
Coordinate and facilitate training sessions for ICO4MCH-funded sites to build capacity and improve program outcomes
Collaborate with the University of North Carolina Gillings School of Public Health to design and implement program evaluation activities
Analyze program data and prepare reports to assess effectiveness and inform decision-making
Develop and maintain relationships with local, regional, and state stakeholders to support program objectives and sustainability
Ensure compliance with applicable laws, regulations, and departmental policies governing maternal and child health programs
Identify opportunities for program improvement and recommend strategies to enhance service delivery and outcomes

Required

Bachelor's degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment
An equivalent combination of education and experience

Preferred

Demonstrated experience managing multi-site public health programs using evidence-based strategies and collective impact frameworks at an expert level
Proven proficiency in developing, negotiating, and administering contracts with local health departments and community-based organizations, ensuring compliance and accountability
Advanced skill in analyzing program performance data and preparing comprehensive evaluation reports to inform strategic decision-making
Experienced in coordinating and facilitating training sessions for diverse stakeholders, including local health department staff and community partners
Documented experience in building and sustaining collaborative relationships with state agencies, academic institutions, and local organizations to achieve program objectives
