Senior IT Specialist

eSystems Inc. is a fast-growing Systems Integrator based in Princeton, New Jersey, providing strategic IT solutions and services. They are seeking a Senior IT Specialist to work on a critical project for the Government of North Carolina, focusing on developing a new web-based incident reporting application on the SimpliGov platform.

Responsibilities

The experienced developer will work on application development, integration development and maintenance of the application
This individual will collaborate with stakeholders and other Agile team members to develop reliable, secure configuration from inception to completion, ensuring alignment with organizational goals
Provide support and troubleshooting for ongoing development issues reported by users during testing
The resource will test finished incremental components and provide feedback to the vendor
Regularly monitor the SimpliGov environment to ensure system health, uptime, and performance
Monitor APIs and Integrations
Assisting in performing functional and integrated testing
Preparing and maintaining project documentation and artifacts including analysis, reports, and user documentation
Supporting required system go-live activities
Attending Project meetings and own SCRUM deliverables
Assess and re-engineer small-scale .NET applications into Power Apps, ServiceNow, Salesforce or SimpliGov ensuring business logic is preserved and optimized
Work with stakeholders to document current business processes embedded in legacy applications and translate them into modern workflows
Execute SQL Server Azure Cloud migrations, ensuring data integrity and performance
Transition SAS/Access reports into Power BI dashboards with automation
Prepare and maintain project artifacts, reports, and user documentation

Required

10 Years Relevant Experience (Minimum)
Experience configuring and building complex workflow automation applications using low-code-no-code platforms
Experience developing custom objects, workflows, validation & business rules, and trigger notifications
Understanding of Software Development Lifecycle (SDLC) concepts and process
Experience with Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio), Microsoft Power BI and Microsoft Project
Experience creating dashboards and reports
Experience with integration tools such as Boomi
Experience with data conversion
Experience or working knowledge of managing and maintaining Active Directory integrations and importing users and associated AD attributes along with SSO integrations
Experience with SharePoint end user experience, sites, libraries, lists and groups
Must have previous experience in working with State/Government ecosystems preferably in Healthcare/Mental Health/Medicare & Medicaid environments and have worked on projects with tight deadlines and not-to-exceed budgets
Must have strong familiarity with agile methodology, tools, and frameworks, i.e., Scrum, Kanban
Participate in and own SCRUM ceremonies along with the Project Manager and Business Analyst
Experience with software implementation projects and with Cloud technologies
Ability to evaluate existing small-scale .NET applications (C#, VB.NET), understand their business processes, and determine the most suitable modernization platform and rewrite them into modern platforms such as SimpliGov, Power Apps, ServiceNow, or Salesforce
Strong skills in reverse-engineering legacy applications to capture requirements, workflows, and user needs before redesign
Experience moving on-prem SQL Server databases to Azure Cloud, including schema migration, ETL, and validation
Migrating SAS/Access-based reports into Power BI for automation and interactive dashboards
Familiarity with Azure Data Factory, Azure SQL Database, Synapse Analytics, and Blob Storage
Proven track record of delivering projects and workstreams with aggressive timelines and deliver within scope, budget and schedule
Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability
Hands on experience managing project risk, cost, schedule, quality, testing, and communications
Experience implementing applications using Salesforce, SimpliGov, MS Dynamics and/or ServiceNow
Ability to adapt working style to ensure compliance with the State's and DHHS' methodologies
Strong leadership, organizational, interpersonal and time management skills
Ability to act independently with sound business judgment, attention to detail and thrives in environment with diverse communication styles
Demonstrated oral and written communication, presentation and problem-solving skills
Experience with MS Office and Teams
Demonstrated experience with Waterfall, Agile and Hybrid software development frameworks
Demonstrated experience with vendor management on a medium or large IT project/system implementation
Results-oriented, self-motivated individual with a very strong work ethic

Preferred

State Government Experience (Very Highly Preferred)
Any System Administrator, Developer, certifications experience is preferred
Knowledge of healthcare and managed care systems with an emphasis on behavioral health, developmental disabilities and substance use
State/federal experience
