Assistant Division Director, Accounting (Director II)

Responsibilities

Directs the preparation of state and federal grant reports and the agency’s Annual Financial Report (AFR) including reviewing and posting adjusting entries, performing fluctuation analysis, and preparing documents needed for annual audits
Reviews and approves quarterly binding encumbrance/payable reports, quarterly AFR reconciliations, and quarterly TCAPPS capital asset to State Property Accounting (SPA) reconciliations
Performs month-end close procedure, establishes Consolidated Admin. Allocation setup, reviews and posts allocation journals as well as Cost Allocation Funding (CAF) journals
Reviews and approves various transactions in TCAPPS and USAS systems, such as federal revenue draws, cash receipts entries, transfer journals, and other transactions daily or as needed
Directs personnel on the General Ledger/Financial Reporting and Cash Management teams by providing guidance and training, establishing performance measurements and staff development plans, and conducting performance evaluations and providing feedback

Required

Graduation from an accredited four-year college or university
Degree fields: Accounting, Business Administration, Finance, or related field. This may be an Associate's Degree or Certificate in Accounting in addition to a Bachelor's Degree in any field. Degree/Certificate must include 18 semester hours in accounting
At least five [5] years of experience in accounting and financial operations, including general ledger accounting, reconciliations, Annual Financial Reports, federal grants, and supervising accounting employees at a Texas state agency
At least 3 years must be in a supervisory/management capacity
An advanced degree may substitute for two years of required experience
Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
A track record of exemplary management practices; ability to effectively lead and manage a team
Ability to perform complex accounting work and interpret and apply complex accounting theory
Advanced Excel skills, TCAPPS, USAS, and knowledge of budgetary control and state of Texas annual financial reporting (AFR) requirements
Ability to engage in a collaborative, results-oriented team environment
Highly organized; ability to manage multiple projects at once and meet deadlines
Excellent written and oral communication skills
A desire to self-reflect, give/receive feedback, and continuously improve

Preferred

Current accreditation as a Certified Public Accountant highly preferred
8 or more years of experience in accounting, with at least 5 years in a management/supervisory capacity preferred
