Personnel Generalist - Health System Information Services

The Personnel Generalist will function as the human resource contact for a large department, managing various HR processes and acting as a liaison between the department and the Office of Human Resources.

Responsibilities
Serves as the primary departmental contact for all academic and non-academic departmental human resource actions and issues. Interfaces with the Office of Human Resource Management on human resource related processes including but not limited to manpower planning, recruitment, hiring, position classification, compensation, promotion, lay-off, discipline, discharge, demotion, and termination
Communicates University and departmental personnel policies and procedures to departmental management and employees. Identifies potential problem issues and seeks the advice of the appropriate division of the Office of Human Resource Management to protect the University from human resource related liability
Responds to inquiries from department administrators, managers, and supervisors regarding procedures to resolve day to day human resource issues. Ensures that all University and departmental procedures are consistently followed in the resolution of those issues. Advises management on the most appropriate action to take for resolution of issues
Performs screening interviews to determine the most qualified applicants during the employment process. Refers final applicants to hiring managers and/or makes recommendation to management to hire specific applicants based upon those interviews. May also determine/recommend the dollar amount of starting salary to offer to the applicant
Maintains departmental human resource files and documentation of departmental actions. Forwards needed documentation to the Office of Human Resource Management for inclusion in the employees’ University personnel file
Assists the office of Human Resource Management in employee problem resolution
Oversees the processing of paperwork necessary to initiate changes to employee pay or employment status. Prepares and/or obtains department head approval of new positions, Position Request Forms, reclassification requests, internal job posting, performance appraisals, salary increases and Turnaround Documents
Maintains a dotted-lined reporting relationship with the Office of Human Resource Management. Serves on committees and attends Personnel Generalist training as requested by the Office of Human Resource Management
Performs other duties as assigned
Qualification
Required
Bachelor's degree in Business, Human Resources or a related field
Three (3) years of related experience required
Work experience may NOT substitute for education requirement
Preferred
Currently certified as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) by the Human Resources Certification Institute (HRCI)
Excellent verbal and written communication skills, with the ability to communicate clearly and professionally
Strong organizational skills with exceptional attention to detail and the ability to manage multiple priorities in a fast-paced environment
Proficiency with Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, Visio, and Access
Demonstrated ability to exercise sound judgment and maintain discretion when handling sensitive and highly confidential information
Ability to build effective working relationships and collaborate with executive leadership, managers, and staff within and outside the department
