Electrical System Engineer
Four County Electric Membership Corporation is seeking an Electrical System Engineer to assist in designing, testing, and maintaining electrical equipment and systems. The role involves preparing technical documentation, supporting analysis, providing field support, and ensuring compliance with industry standards while working closely with engineering and operations departments on large projects.

Responsibilities
Plans, develops, and recommends to the VP of Engineering long and short-range objectives related to:
Transmission and Distribution relaying equipment and maintenance schedules
Transmission station transformer and breaker/circuit switcher specifications, purchases, maintenance, and replacement
Overall project lead for major substation and transmission projects
Reviews relevant studies, drawings, specifications, contracts, and externally produced plans
To provide plans and specifications, in conjunction with the appropriate consulting engineering firm, for the construction, maintenance, and replacement of transmission lines and customer-owned generating facilities
To provide maps, records, and reports of the distribution and transmission systems needed to adequately meet the continuing requirements of the Cooperative. This will include, but not be limited to, engineering model data, database maintenance, and Mapping/GIS
To recommend the adoption of new distribution and transmission technologies and equipment that will result in increased efficiency and/or improve service quality
To provide engineering services, including design and cost estimates for the construction and operation of the Corporation's electrical systems
Participates with the Vice President of Engineering in the development of broad objectives, plans, and policies of the distribution system, the transmission system, and customer-owned generating facilities
Develops long-range plans and short-term implementation programs and schedules in conformity with
Cooperative objectives and goals are based on present and forecast system needs in the areas of the distribution and transmission systems, and customer-owned generating facilities
Prepares long-term cost estimates for the distribution and transmission system, and generating facilities
Prepares annual budget for system improvements and planned equipment maintenance functions
Assists the Vice President of Engineering in the preparation of the annual Engineering budget
Assists the Purchasing Agent with developing standard overhead and underground unit assemblies
Work jointly with other involved personnel in electric rate preparation and revision
Conduct training internally and externally
Conduct engineering studies to analyze the electrical system and develop plans to minimize losses and maximize reliability
In conjunction with NCEMC and the relevant consulting engineering firms. conducts forecasting studies of the Cooperative’s system growth
Provide guidance and expertise in areas related to mapping, staking, Outage Management System (OMS), relaying, and the overall GIS system
Evaluate the sectionalizing performance of distribution and transmission systems and develop programs for performance improvement and operational efficiency where required
Determines system long-and short-range requirements and develops specifications as needed
Assist in the evaluation of large load connect requests that will be served over the distribution or transmission system and that require a contract
Sectionalizing, fault current, and coordination studies in conjunction with the Vice President of
Engineering and outside consulting firms
Act as the transmission supervisor on-call on a rotating schedule
Plan, design, produce, and maintain a system of maps, records, reports, statistical charts, and data of the electrical system, and utilize this information for short and long-range planning of system improvement and practices
Prepare appropriate data and reports for regulatory authorities, agencies, and Cooperative management
Analyze system consumption, demand, and loss information and recommend methods to optimize these characteristics
Review system outages and blinks, identify trends and issues, and develop plans to mitigate
Additional duties include (but are not limited to) installation, programming, and maintenance of SCADA
System, programming, and testing relays, recloser controls, and other line equipment
Establish systems and programs to ensure the following periodic reviews and inspections are performed

Transmission, Distribution line, and equipment inspections
Review of consumption and demand data
Review of system outages
Standards Development
Distribution line equipment, loading, and operation
Engineering Design
Produce the specifications and drawings for the distribution system, improvements, and revisions
Be an additional resource to program and troubleshoot regulator and recloser controls and
Substation relays
To provide technical assistance and information regarding high bill complaints, energy conservation
Residential/small commercial DER to consumer contact personnel
To represent the Cooperative as necessary in public and community functions and projects
Qualification
Required
Bachelor of Science in Electrical Engineering from an accredited college or university
Must be skilled in communicating engineering designs and practices to technical and non-technical personnel
Must be able to interact effectively with related and unrelated disciplines within and outside the organization
Must be able to organize work, meet deadlines, and perform varied projects concurrently
Must be able to prepare and present accurate technical and non-technical presentations using good oral and written skills
Must have the mental capacity to rationally develop and implement plans, programs, strategies, and criteria for Cooperative products and services
Must be able to follow verbal and written instructions
Must have a valid North Carolina driver's license and be able to operate a motorized vehicle without the assistance of another employee
Must be able to access, input, and retrieve computer information via color-coded SCADA and other computer systems
Must be able to operate a telephone and two-way radio
Must be able to lift/carry and/or push/pull up to 25 lbs. on occasion
Must be able to attend work on a regular and predictable basis
Must make and maintain a bona fide residential abode within thirty (30) geographical miles of the assigned office
Must have experience with computer networking and computer-based mapping
Experience with SCADA systems required
Knowledge of electric utility design and operations is essential
Preferred
Registration as a Professional Engineer (PE) in the state of North Carolina is desired
7-10 years of experience with an electrical distribution or transmission system position desired, preferably with an electric cooperative
Direct experience with 69/115 kV transmission design, construction, and maintenance preferred
Direct experience in the programming, installation, and maintenance of SEL relays (351,751,787, 387, etc.) is desired
Proficiency with Word, Excel, AutoCad, ArcGIS, and PowerPoint is desirable
Experience with Survalent SCADA is desired
Knowledge of electric utility design and operations is essential, with cooperative experience desirable
Familiarity with the NESC (National Electric Safety Code), distribution line and substation design, transmission relaying, and operations is desirable
