Elections Project Manager

County of Riverside's Registrar of Voter is seeking a qualified Elections Project Manager to join their Administrative Team in Riverside. Responsibilities

Coordinate Registrar of Voters process improvement projects; evaluate and determine project feasibility, resources required, times and critical milestones, along with establishing project objectives and deliverables
Review, analyze and prioritize all projects by determining organizational and departmental impacts, cost effectiveness, and quality control assurances and standards improvements; create, complete and maintain necessary project documents and reports
Prepare, review and evaluate comprehensive project management reports and correspondences, project summaries and performance metrics; ensure all documentation is accurate, clear and aligned with County standards, regulatory requirements and strategic objectives
Complete and submit grant applications to state and federal government agencies to secure funding for projects that enhance election administration, improve voting technology infrastructure, and support other operational and functional initiatives; receive and manage grants by gathering data, preparing and monitoring budgets, and controlling expenditures; ensure compliance and fulfill grant reporting obligations
Prepare procurement materials and oversee contractor bidding process; prepare project proposal packets for contractor evaluations to assess qualifications and project fit; negotiate, prepare and submit Registrar of Voters’ project contract proposals; monitor contractor compliance with contractual obligations
Assist in preparing project budget documentation and reports; make recommendations and provide support in identifying project cost-savings opportunities or efficiencies within the project scope; assist with tracking project spending ensuring projects remain within approved funding levels; monitor project expenditures and financial commitments to ensure compliance with organizational policies, contractual obligations, and regulatory requirements
Serve as the primary liaison and oversee all cross-functional project teams; facilitate effective communication and collaboration on project activities, workflows, timelines and deliverables between elections staff, vendor contractors, County departments, external agencies, stakeholders, and state and federal partners; ensure all parties remain informed, aligned, and accountable for project objectives, milestones and compliance requirements
Analyze and interpret local, state and federal laws and regulations pertaining to the Registrar of Voters’ process improvement projects to ensure compliance with all election laws, regulations, deadlines, and reporting requirements; review and assess statutes, ordinances and other regulatory requirements to ensure ongoing compliance to legal and procedural standards
Develop and enhance the Registrar of Voters’ Standard Operating Procedures (SOPs) to ensure compliance with federal, state and local election laws and organizational policies; monitor legislative changes, assess operational impacts, and lead process improvement and modernization efforts to maintain accurate and up-to-date SOPs
Participate in professional organizations and Registrar of Voters’ networks to share knowledge, stay informed on emerging trends, legislation, and innovations in election administration and technology and support continuous project improvements while keeping the Department aligned with industry standards and evolving voter needs

Required

Graduation from an accredited college or university with a bachelor's degree in public or business administration, or closely related field
Three years of project management experience with at least one year working at a project lead over multiple election projects or programs
Possession of a valid California Driver's License
Principles and practices of public administration, project management and organizational operations
Methods and techniques used for organizing and managing multiple projects, project plan breakdown, assignment designation, budgeting, procurement and contract management
State and federal election laws, regulations and ordinances
Functions, programs and services of the Registrar of Voters' Department
Current trends, best practices and technology in elections administration and civic engagement
Methods and resources used in researching, analyzing and evaluating services and vendor capability and performance
Competitive bid practices and procedures
Principles, methods and tools of quality assurance and quality control
Functions of word processing, presentation, database, and spreadsheet software
Ability to plan, interpret and apply election laws, regulations, policies and procedures
Ability to facilitate the completion of multi-faceted projects, activities and/or functions with good attention to detail
Ability to handle multiple tasks simultaneously
Ability to manage projects and work under schedule constraints
Ability to use effective communication and interpersonal skills to manage, lead, and coordinate the work of others
Ability to prepare bid documents and specifications
Ability to prepare and maintain comprehensive records, files, and reports
Ability to communicate clearly and concisely in oral and written form

Preferred

Possession of a Project Management Professional (PMP) certificate from the Project Management Institute (PMI)
