Engineering Technician I - II

Frederick County Government is responsible for overseeing the planning and construction of water, sewer, and solid waste facilities. The Engineering Technician I - II position involves technical review of documents, coordinating permits, and managing construction project statuses, providing an opportunity for growth within the County's Engineer series.

Responsibilities

Review of preliminary plans of commercial sites and subdivisions for water and sewer service availability and adequacy
Review water and sewer construction plans for conformance with various County and Division standards and requirements
Review easements for record plats of subdivisions and offsite construction of water and sewer infrastructure
Assist with selection and sizing of water meters
Assist or coordinate the permitting process through the MD Department of the Environment, MD State Highway Administration, CSX railroad, other utilities, etc
Make on-site visits of existing and proposed water/wastewater construction sites as needed
Review and coordinate construction contract packages for completeness of plans, easements, lot numbering, etc
Assign and manage new water and sewer project (contract) numbers; post to masters list
Coordinate with in-house construction inspection staff to resolve questions that arise during construction
Respond to questions from developers, contractors, consulting engineers, surveyors, etc. on the status of projects
Coordinate establishment of new construction operational acceptance with billing and other appropriate agencies
Assist with management of small developer funded projects
Work with other County staff and departments to coordinate various information
Perform other related duties as required

Required

High school graduation or the equivalent
Minimum 2 years work experience in technical review of construction documents associated with civil/site development
Possession of a valid automobile operator's license
NOTE: A combination of related education and/or work experience may be considered towards the overall requirements of this position

Minimum 4 years work experience in technical review of construction documents associated with civil/site development
Possession of a valid automobile operator's license

Ability to maintain County Authorized Driver privileges
Strong computer skills and considerable knowledge in the use of spreadsheets, databases, and word processing software, geographic information systems (GIS)
Ability to develop and maintain effective working relationships with co-workers, contractors, developers, engineers, surveyors, and the general public
Knowledge of land surveying principles and practices
Knowledge of Geographical Positions Systems (GPS)
Strong and effective spoken and written (English) communication skills
General drafting or computer aided drawing (CAD) techniques and skills for site/civil type projects as well as clear and accurate record keeping
Ability to read and interpret civil, mechanical and electrical engineering drawings, shop fabrication drawings, equipment submittals and other related technical literature
Ability to use large document scanners, plotters and other peripheral devices
Ability to provide own transportation as needed for site visits, meetings, etc
Available for other working hours as needed
In concert with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, verification of employment eligibility and a criminal background check may be conducted

Preferred

Related education or training
Water and sewer design and/or construction experience
AutoCAD experience specific to water and sewer design and planning
Experience with ESRI GIS software (ArcGIS), Hansen (Infor) and Microsoft 365 (e.g., Word, Excel, Outlook, Access)
