Compliance Specialist

New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, dedicated to building, preserving, and protecting affordable housing throughout New York State. The Compliance Specialist will monitor contract compliance for Minority- and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) utilization on construction funding awards and grants, while providing technical assistance and managing Equal Employment Opportunity (EEO) reporting.

Responsibilities

Monitor contract compliance for Minority- and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) utilization on construction related funding awards and grants, including the following:
Updating contract logs to monitor various construction portfolios
Verifying MWBE and SDVOB utilization plans
Creating digital files for contracts to be maintained on SharePoint
Sending quarterly notices to internal and external stakeholders
Providing technical assistance to vendors and/or funding recipients
Compiling, analyzing, and reporting expenditure data
Issuing non-compliance notices
Creating and maintaining internal trackers for all contracts
Manage Equal Employment Opportunity (EEO) reporting for assigned contracts
Participate on internal engagement committees and attend assigned events statewide
Demonstrate proficiency in Office 365, Adobe Acrobat Pro, and the New York State Contract System

Required

Bachelor's Degree and 2 years of experience
Ability to establish effective working relationships
Excellent oral and written communication skills
Strong analytical and organizational skills
Demonstrate proficiency in Office 365, Adobe Acrobat Pro, and the New York State Contract System

Preferred

Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience
