Responsibilities

Accepts permit applications, checks for accuracy and completeness, calculates and collects fees, issues receipt, enters application into permit tracking system, routes to appropriate review staff; enters application decisions into permit tracking system and issues permits and/or forwards decisions as well as approved plan sets to applicants
Issues simple, routine over-the-counter permits within scope of authority and responsibility assigned
Accounts for daily fee intake and submits reports to financial staff
Creates, organizes and maintains all project files; assigns document number to files and identifies additional information required to proceed with the plan review process; enters information into computer
Coordinates the permit tracking process; ensures that permit tracking is started and all relevant application information is accurately entered into computer; reviews and updates computer information as needed
Responds to technical information requests and inquiries from the public regarding planning, building and engineering requirements, regulations and restrictions within established limits
Directs the public to appropriate City codes, regulation manuals, information sheets and permit applications or as necessary, other City staff for more specific technical information
Responds to procedural questions and status requests from applicants and the public regarding permits at the service counter or by telephone and email
Resolves discrepancies and complaints related to permit applications and plan reviews as necessary
Assists in establishing efficient and effective procedures for permit processing; assists in performing research on trends in permitting procedures and makes recommendations on upgrades to current systems and procedures
Coordinates the permit tracking system for inspections of public and private improvements, schedules inspections, releases financial guarantees as improvements are inspected and accepted, coordinates the building inspection and certificate of occupancy process
Serves as an administrator for the permit tracking system; updates the system when new procedures are implemented or existing procedures are modified; maintains specialized databases; creates and runs reports from the system; ensures functional integration with other City software and systems
Assists in the budget process by collecting, compiling and retrieving pertinent permitting data
Compiles technical and statistical data and distribute to the appropriate staff, agencies and files
Sorts, compiles, and files records, reports, and other documents
Creates and maintains a variety of logs and other tracking tools
Prepares and creates graphs, tables and other illustrative materials; design reports; handle the reproduction of reports and other materials
Drafts routine correspondence and notices to customers
Photocopies and distributes a variety of information for internal and external customers
Performs a variety of clerical duties including word processing, filing, scheduling, supply ordering, map organization and booking meeting spaces
Relieves front-counter clerical and office support personnel as needed
Oversees the similar work of Permit Technician positions and the work of other related positions performing technical duties similar to the essential duties and responsibilities of these positions

Required

Four years of experience working for a local government agency in a Permit Coordinator or Permit Technician position providing customer service and performing technical duties similar to the essential duties and responsibilities of this position
High school diploma or GED
Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License
International Code Council (ICC) Permit Technician Certification
Must possess, or have the ability to possess within twelve months of hire date, International Code Council (ICC) Permit Specialist Certification

Preferred

Two years of experience as a Senior Permit Technician preferred
Bachelor's degree in urban planning, public administration, construction management, environmental science, civil engineering or a related field preferred
