Newport News Shipbuilding, a division of HII, is the largest industrial employer in Virginia, specializing in the design and construction of U.S. Navy nuclear aircraft carriers and submarines. The Business Development Representative will be responsible for identifying and developing business strategies, engaging with customers, and leading capture strategies for new opportunities.

Responsibilities
Capture strategy and leadership
Develop and lead the capture plan for assigned opportunities from early shaping through contract award
Define win strategy, value proposition, and discriminators against competitive landscape
Lead cross-functional capture teams including engineering, operations, supply chain, finance, contracts, and legal
Establish clear capture milestones, decision points (e.g., Gate Reviews), and deliverables
Customer engagement and requirements shaping
Build and maintain trusted relationships with government customers (e.g., NAVSEA, PEOs, PMS, DARPA)
Conduct Voice-of-Customer (VoC) sessions to derive operational needs, mission context, and pain points
Competitive and market intelligence
Perform competitor analysis including capabilities, cost drivers, industrial base posture, likely teaming arrangements, and historical performance
Monitor policy, funding, and acquisition trends relevant to the pursuit
Translate intelligence into win themes, technical differentiators, and price-to-win strategy
Solution & proposal development
Partner with engineering and operations to define executable, cost-realistic, and technically superior solutions
Lead the development of technical volumes, management volumes, staffing plans, risk registers, basis-of-estimate (BOE), schedules, and compliance matrices
Ensure proposal elements align with cost, schedule, technical feasibility, and production/supplier capacity
Support color reviews (Pink/Red/Gold/White-Glove)
Teaming, Partners, and Supply Chain
Identify and negotiate teaming agreements, supplier roles, and subcontract structures
Integrate partner capabilities to strengthen technical offering and competitive posture
Coordinate non-disclosure agreements (NDAs), memoranda of understanding (MOUs), and subcontracting strategies
Qualification
Required
Bachelor's Degree and 10 years of relevant exempt experience; Master's Degree and 8 year of relevant professional experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications: NNS Apprentice School graduate, Navy Nuclear Power School (NNPS) graduate, Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience, Military Paygrade E-5 or above military experience, High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience, High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
