Responsibilities
Supervises subordinate personnel in correspondence screening, report processing, customer service, data entry and unemployment benefit determination; trains staff; interviews applicants for employment; conducts performance evaluations; enforces policy and procedure for the division; performs related administrative duties
Supervises and participates in making determinations of entitlement of benefits for claimants; assembles necessary information relevant to unemployment benefit claims; evaluates reasons for employment separation; makes decisions regarding employer responsibility for payment; gathers evidence to support charge decisions; evaluates wage amounts received; applies wage amounts to correct accounts; screens for duplicate or overlapping claims; codes narrative information into numerical coding system; uses coded information in the determination of appropriate correspondence to be sent to claimants or other interested parties
Supervises and participates in entering unemployment benefit data into a computer terminal or personal computer in order to record claims; calculates the amount of benefits to be paid and charges to be made to Tennessee employers, federal government or other states based on claimants' earned income, length of employment and location of employment; makes entries into the claimant wage item file or overpayment file; applies repayments to claimant accounts; cancels non-cashed checks as indicated by the payment log; reissues underpayments; processes federal claims (e.g., adding benefit amounts, entering benefit history decisions); processes re-determination decisions; processes appeals decisions; releases checks for payment; enters appeal docket numbers, dates, and hearing officer information into computer files; verifies information in order to keep files updated and accurate; processes certifications for the Trade Readjustment Assistance federal program; adjusts mainframe system files
Enforces, follows and carries out existing policies and procedures in accomplishing work and may explain and interpret these policies to unemployment insurance staff, claimants, employers, or other members of the public; makes recommendation for policy or procedural change; provides technical customer services to the public regarding unemployment benefits; answers questions by phone from claimants, employers, and local offices regarding garnishment of wages, location of benefit checks, account balances and benefit history; communicates with attorneys regarding claimant bankruptcy issues; provides unemployment benefit information to employers and their representatives and staff of other Departments and agencies
Supervises and participates in the processing of a wide variety of reports; compares copy to check for accuracy; flags computer error for change; corrects error in debit reports, charge reports and/or wage reports; initiates control forms for making corrections in restricted access benefits information; prepares records for microfilming; generates repayment logs; generates auditor workload reports, activity reports and time and attendance reports; prepares distress warrants for court processing; proofreads auditor decisions for accuracy; verifies mathematical formulas in auditor decision reports; processes fraud overpayment collection reports; files reports alphabetically and numerically
Supervises and participates in basic correspondence screening; examines all types of correspondence from local unemployment offices; reviews documents for completeness and accuracy; completes document information if available; routes incomplete claims back to local office or agent state; separates and logs payments; generates correspondence to claimants, local offices, employers, federal agencies and training centers requesting or supplying information regarding unemployment benefits issues
Qualification
Required
Education equivalent to graduation from a standard high school
Experience equivalent to four years of fulltime clerical work including at least three years of full time work in unemployment benefits; insurance; or accounting
Substitution of Experience for Education: Additional qualifying office clerical experience may substitute for the required education, on a year-for-year basis, to a maximum of four years
Substitution of College Coursework for Experience: Qualifying coursework from an accredited college or university may substitute for the required non-specialized experience on a year-for-year basis to a maximum of one year
Additional coursework from an accredited college or university equivalent to 9 quarter hours of accounting or bookkeeping may be substituted for the specialized experience up to one year
A transcript is required for a proper evaluation for this class
