Addiction Recovery Mentor - Community Response Team
NEOGOV is seeking an Addiction Recovery Mentor to join Marion County's Health and Human Services team. The role involves providing support to individuals navigating substance use and mental health challenges, collaborating with a treatment team, and connecting clients to essential resources in the community.

Responsibilities
Assist and support persons served in county addiction treatment programs in accessing community health and social services; refer persons served to appropriate resources; advocate to obtain required services as necessary; provide information and education on wellness-related issues
Builds rapport with persons served. Identifies the needs of persons served and their families; conducts outreach to engage persons who would benefit from addiction treatment services and supports; assists persons served in reestablishing awareness of internal resources such as intelligence, competence, goal setting, and problem-solving abilities; identifies health and safety risks to self or others; applies crisis prevention, management, and de-escalation skills
Renders mentoring services and supports both in the office and in community settings necessary to deliver addiction counseling services and supports; works within a team; collaborates with coworkers and community partners; assists persons served in accessing the resources they need to recover from substance abuse problems; provides case management and care coordination services; assists in making timely referrals to other professionals, agencies, community programs, or appropriate resources; evaluates outcome of referrals
Assists in removing barriers to success; assists in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.; creates and maintains positive relationships with community partners; advocates on behalf of persons served and in support of resource development
Provides outreach and engagement in partnership with peace officers and corrections professionals; determines and addresses immediate/crisis needs at the point of contact with peace officers and thereafter; ensures the safety and stability of persons served; identifies when there is a need for professional substance use disorders and/or mental health assessment by a qualified professional; assists with intake procedures; gathers information relevant to demographic, substance use/legal/incarceration history, physical and mental health, housing, and employment; prepares and updates case management plans; provides referral/case management/follow-up supports to assist persons served in acquiring benefits and services; prepares and maintains confidential records; monitors progress and collaborate with community partners; provides transportation and accompanies persons served as they access services and supports (e.g., medical and addiction mental health treatment appointments, legal hearings, housing tours, DMV, etc.); attempts to locate persons served who are unhoused for the purpose of engagement and support; and inputs information into a web-based system in a timely manner
Documents services rendered in a timely, professional, clear, accurate, and complete manner and in accordance with timelines set forth in policy
Participates in team meetings and supervision; receives constructive feedback in an open manner; incorporates work quality improvements under the coaching of the supervisor
Provides back up to BHCC by answering phones via logging into TouchPoint
Performs other job duties as assigned by your supervisor
Qualification
Required
High School diploma, or equivalent
Two (2) years in recovery from substance use dependence
Must possess or obtain within ninety (90) days of hire, a current MHACBO (Mental Health & Addiction Certification Board of Oregon) CRM certification (Certified Recovery Mentor)
The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position
This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana
Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits)
Must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549)
Knowledge and understanding of general concepts of substance use disorders and mental health issues of persons served dealing with addictions
Knowledge of family dynamics and individual and group counseling principles
Knowledge of community resources
Skills and abilities to understand and carry out directions and instructions
Maintain confidentiality
Interest and skill in providing services to persons with addiction disorders
Read and write English
Must be willing to work hours conducive to reaching the identified population
Establish and maintain cooperative working relationships with persons served, coworkers, and other agencies
Stands; sits; moves about the work area; climbs 1 floor of stairs; lifts, pushes, pulls and carries up to 5 lbs.; moves carts weighing up to 10 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12-pt. font; hears a normal level of speech; may work in areas exposed to heat, cold, humidity, and noise
