Clinical Supervisor 2 - Children's Behavioral Health
Marion County Health & Human Services (MCHHS) is in search for a Clinical Supervisor to work in their Children's Behavioral Health program in Salem. Responsibilities
Provides clinical consultation to staff through case staffing and observation of clinical work. Provides feedback to staff for professional development. Provides personnel and performance management, including staff recruitment and hiring; new employee orientation and ongoing training. Provides performance evaluations, and initiates progressive discipline
Maintains responsibility for direct services including: monitoring customer service delivery and work processes; ensuring compliance with payer requirements; monitoring staff workload and productivity; developing/implementing policies and procedures; addressing quality improvement needs; conducting staff time studies and setting work parameters. Provides input on program development
Tracks client service data, including fidelity measures, utilization, family satisfaction, and outcomes. Identifies service gaps. Reviews cases and makes requests as appropriate for extensions and increases on funding. Documents services to meet OAR, Pacific Source, and health department requirements. Assists in monitoring contract/grants performance to assure compliance with requirements including developing service reports and proposals
Provides administrative support to service area; monitors and approves leave time; initiates personnel actions and purchasing; addresses risk management/employee safety; implements county and department policy. Ensures that any communication from their service area, representing the health department, is of a professional nature
Provides for team development, focusing on how team members work together. Facilitates conflict resolution among team members. Demonstrates the ability and willingness to resolve personnel conflicts in an effective and helpful manner. Assists in developing good working relationship with union representatives
Effectively manages change by acting s as a “lead change agent” with teams. Maintains a positive attitude with firm and decisive leadership that conveys a clear direction of services, involving staff input and inspiring confidence and trust
Assists in communication and coordinating services with other agencies; acts as health department representative on interagency committees; provides liaison with state agencies; develops partnerships; coordinates services across agencies and markets services

Provides direct treatment services for MCHHS clients including assessments, individual therapy and counseling services, crisis intervention, case coordination and other clinical duties as needed that may be performed by a QMHP
Performs other job duties as assigned by the supervisor
Qualification
Required
Master's degree in a health field relevant to the position and 3 years of professional experience in that field
Two years of supervisory experience
Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County
Must be either 1) licensed by the Oregon Board of Licensed Professional Counselors, 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment
Must possess a current driver's license in the applicant's state of residence and an acceptable driving history
Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806) as may be required to utilize personal vehicle
The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position
Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits)
Must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549)
This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana
Ability to work independently in a fast-paced, team-oriented environment
Skilled in interpreting and applying federal, state, and county statutes, rules, and regulations relevant to program services
Competent in overseeing service planning, coordinating and managing resource utilization, and supporting the achievement of program goals and outcomes
