CCEPP Assistant Section Manager - Health Program Representative Principal

Responsibilities
Exercise supervisory authority so that applicable labor agreements and plans are equitably administered, and employees within the section effectively perform assigned work tasks to achieve annual goals and objectives
Assist the section manager in preparing grant applications, developing and managing budgets, and coordinating procedures and implementation of outgoing grants and contracts for the CCEPP section. This includes monitoring expenditures, calculating projections, and assisting with the development of contracts with outside entities
Contribute to and participate in Department, Division, and Section emergency preparedness and response activities
Qualification
Required
Four (4) years of demonstrated experience planning, directing, coordinating, and evaluating the operational and administrative activities, including budgetary responsibility for a public health, healthcare, or community-based organization
Experience working within infectious disease prevention
Building relationships with internal and external customers and stakeholders
Demonstrated leadership experience in one of the following: Experience as a supervisor, lead worker, team lead, and/or project lead; Completion of a State of Minnesota leadership program (e.g. ELI, L4, Everyday Leaders); Completion of a similar or equivalent leadership development program through another organization; A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years identifying issues, goals and strategic action, AND 100+ hour per year time commitment
Knowledge of infectious disease and health information systems sufficient to understand concepts on multiple levels
Knowledge of strategic planning skills sufficient to guide critical resource and program activity decisions through political processes that include many levels within and outside the agency, other state and local agencies, various organizations, community groups and/or other stakeholder groups
Ability to build consensus on often-complex technical and process issues, create win-win situations to resolve disagreements and disputes, and lead the discussion of program objectives and needs
Ability to conduct focused research to generate accurate data, write reports, publications and memoranda for the program, clearly communicate complex data with a variety of audiences and legislative decision-making
Ability to solve problems in a manner that is sensitive to organizational structures, cultures, and practices as well as the needs of groups and individuals
Preferred
Advanced analytical skill sufficient to conduct public policy and program analysis, management analysis or fiscal analysis for complex policy and program issues, and to oversee analytical projects involving multiple data sources
Considerable background and experience in the principles and practices of infectious disease prevention. This includes an understanding of public health, infectious disease epidemiology, prevention and control, immunization recommendations across the lifespan (childhood, adolescent, adult), program planning, emergency preparedness, knowledge of state and federal laws related to immunization and communicable disease prevention, and general knowledge of scientific methodology and research and assessment techniques used for evaluation
Human relations sufficient to build networks of colleagues across state and local agencies; to effectively persuade agency leadership, and program recipients and stakeholders; and to deal effectively with complex and often competing relationships and political agendas on a statewide or national level. Human relation skills sufficient to understand, develop, motivate, collaborate with, persuade, and lead others
Project administration sufficient to coordinate a complex large-scale project, and responsibility, analyze cost-benefit considerations, design, plan, establish time and cost controls, monitor progress and evaluate project results
Knowledge of state and federal laws, regulations, and policies that impact the CCEPP section
