Responsibilities
Design, develop, and document instructor-led, virtual, and blended learning programs
Create facilitator guides, participant materials, toolkits, and job aids
Convert technical or operational content from SMEs into accessible learning solutions
Develop eLearning, microlearning, and blended learning paths as appropriate
Build learning content aligned to adult-learning principles and real-world application
Support pilot delivery, feedback cycles, and instructional revisions
Develop learning assessments and evaluation tools to measure impact and outcomes
Collaborate with HR, L&D, and operational leaders to align design with business needs
Support train-the-trainer efforts and knowledge-transfer strategies
Ensure learning products can be scaled, reused, and sustained over time
Supervisory and leadership development content
Customer service and team-effectiveness programs
Onboarding and role-readiness training
Compliance and policy-related training modules
Curriculum maps and structured learning pathways
Qualification
Required
7+ years of experience in instructional design or learning development
Demonstrated experience developing end-to-end training programs and materials
Experience working directly with SMEs to build learning content
Strong portfolio or examples of learning materials previously developed
Strong written communication and learning-material design skills
Bachelor's degree required
Preferred
Experience supporting supervisor or leadership development
Experience in complex, safety-sensitive, or 24/7 operational environments
Experience in state, local government, or broader public sector is preferred, not required
Master's preferred in Instructional Design, Education, HRD, or related field
ATD CPTD or APTD
Recognized Instructional Design or Learning Experience Design certificate
Experience with Articulate 360 or comparable eLearning tools
