Senior Fiscal Manager

Responsibilities
Plans, manages, and oversees the daily functions, operations, and activities of the fiscal, payroll, budget, grants, and/or contracts and procurement functions in assigned department
Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned areas of responsibility; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures
Selects, trains, motivates, and directs personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns; works with department management and staff to build and maintain a high performing team environment
Plans, organizes, supervises, and reviews the work of staff responsible for core department-specific, non-fiscal services program or service area
Provides guidance as a recognized subject matter expert and advisor in fiscal operations and related areas of responsibility
Plans and conducts a variety of research studies and projects related to departmental fiscal programs and activities; evaluates and analyzes fiscal operations to ensure alignment with department goals and objectives, County policies and procedures, and legal mandates; prepares and presents reports to the department head and County management on findings and implementation plan for recommended actions
Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the management staff; manages the implementation of improvements
Plans, manages, and coordinates multiple and complex operational budgets funded by and responsible to multiple funding agencies and/or revenue sources as well as the County organization; communicates with and reports to external agencies, governing boards, and/or special districts
Advises managers on matters relating to fiscal policy and provides technical assistance and support to staff; works with managers to ensure consistent fiscal practices and to resolve problems
Confers with staff in other divisions and programs to determine how to effectively utilize funding, staff, and other resources
Participates in the development and implementation of fiscal, payroll, and accounting systems; prepares and directs the preparation of a variety of fiscal, payroll, and budgetary reports
Directs and participates in a wide variety of financial, payroll, and budgetary studies and other special projects including evaluating indirect costs and cost allocation methodologies to determine true cost of services and maximize reimbursement from appropriate sources, in compliance with federal and state regulations
Manages contracts and procurement functions for assigned department; develops and manages Request for Proposal (RFP), Request for Bid (RFB), and Request for Quote (RFQ) processes; prepares and administers contracts; reviews invoices and purchase orders and authorizes payments and purchases within the scope of authority
Manages the administration of the County-wide time-and-attendance system; prepares and reviews quarterly and annual tax reports and returns; implements system updates and changes; prepares a variety of reports, schedules, and reconciliations and provides them to auditors; ensures compliance with applicable MOU provisions, labor and tax laws, and federal, state, and local laws, rules, and regulations
Analyzes trends, and forecasts revenues, expenditures and workload based on complex internal and external data sources
Provides professional and managerial resources to the department director and management team, other County departments, the County Executive Office, the Board of Supervisors, and the public
Actively participates as a member of the department’s management team including recommending, designing, and leading the implementation of changes to departmental fiscal, payroll, and budgetary practices, in compliance with County-wide established processes, policies, and procedures and regulatory and legislative requirements
Directs, oversees, coordinates, and/or assists in preparing requests for grant funding, monitoring grant expenditures, and preparing periodic reports relating to the expenditure of grant funds; identifies alternative funding sources
Meets with representatives of the state, other agencies, and the public; represents the department when attending and making presentations at various meetings, including Board of Supervisor meetings; participates on assigned committees
Monitors pending legislation and changes in laws, guidelines, and procedures and evaluates their effect upon County operations; recommends and implements recommended changes
Attends meetings, conferences, workshops, and training sessions and reviews publications to remain current on principles, practices, and new developments in the field of fiscal services
Performs related duties as assigned
Qualification
Required
Bachelor's degree from an accredited college or university with major coursework in accounting, finance, or a related field
Six (6) years of experience in fiscal or management analysis, including two (2) years of supervisory experience
Possession of a valid California Driver's License
Benefits
Salary Step Increases: The beginning salary and the top of the salary range are usually shown on the job announcement. Upon satisfactory service, salary increases of approximately 5% may be given annually until the top of the salary range has been attained.
Longevity Pay: 2.5% at 10 years, 2.5% at 15 years, 2.5% at 20 years, for a total 7.5% after 20 years of service.
Cell Phone Allowance: County issued cell phone or $70/month allowance with appointing authority approval.
Uniform Allowance: $14.00-$21.00/mo. For eligible classifications only. Varies by classification.
Public Safety Dispatcher Pay: Employees that possess an Intermediate POST Dispatcher Certificate will receive an additional 3.5% of base pay, 4.5% for Advanced POST Dispatcher Certificate, and 2.5% for Supervisory POST Dispatcher Certificate.
Boot Allowance: $200.04 for each year, paid in monthly installments. Effective January 3, 2026, the $200.04 boot allowance set forth above shall expire, and all members of this Unit shall be eligible for a work boot/footwear reimbursement up to $275.00 annually. For eligible classifications only.
Holidays: 13 paid holidays per year.
Vacation: 0-4.99 years: 15 days/yr.; 5-9.99 years: 20 days/yr.; 10-19.99 years: 25 days/yr.; 20+ years: 27 days/yr.
Administrative Leave: 7 days per year for FLSA Exempt employees.
Sick Leave: 96 hours of sick leave are earned each year with no maximum accrual.
Bereavement Leave: Maximum of 40 hours for each occurrence in the immediate family.
Health Plan including Dental Insurance and Vision Insurance: Coverage under the Butte County Health Plan is for employees and their eligible dependents. Depending upon the plan selected by the employee, the County contributes a substantial amount of the total cost of the complete health package, which consists of medical, vision, and dental insurance. Currently, the amount the County contributes for family coverage is $1438.42/month. For those employees who have health coverage from other sources, and who elect to not participate in the Butte County Health Plan, the County offers a monthly taxable Cash-Back allowance. The current of the taxable Cash-Back allowance is $550.00 per month (prorated for less than fulltime employees).
Life Insurance: The County provides $25,000 in life insurance with additional coverage available at a minimal cost.
Retirement: The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
Deferred Compensation: The County offers a 457 Deferred Compensation program. Deposits into this plan are strictly voluntary and are made through a payroll deduction on a tax-deferred basis. The County does not make contributions to the employees' Deferred Compensation accounts.
Disability Insurance: For short-term disability, the County participates in California State Disability Insurance (SDI) fund. County employees are also covered by an employee-paid long-term disability program. The long-term disability insurance benefit is 60% of the disabled employee's biweekly wage.
Flexible Spending Program: County employees can elect to participate in a Flexible Spending Program. This program allows employees to use pre-tax dollars to pay for certain health care and/or dependent care expenses. In addition, employees can choose to have their portion of the monthly Health Plan premium withheld from their checks on a pre-tax basis as well.
Tuition Reimbursement: Up to $500/year.
Employee Assistance Program (EAP): The County of Butte provides an Employee Assistance Program (EAP) for employees and their eligible dependents. The EAP offers confidential, professional counseling services.
