International Senior Consultant | Recovery Programme Strategy Development for UNICEF Palestine | Hybrid Remote with Travel
UNICEF MK is dedicated to promoting the rights of every child and is seeking an International Senior Consultant for the Recovery Programme Strategy Development in Palestine. The role involves facilitating the development of recovery strategies and program management plans, with a focus on assessing the effectiveness of past programs and aligning current operations with emerging priorities.

Responsibilities
Facilitate UNICEF SOP’s Recovery Programme Strategy Development, which will focus on two phases
Phase 1: Recovery Programmatic Strategies and Priorities
Review key achievements of the country's programme in the past two years since the onset of the war (based on UNICEF Annual Results Assessment Management reports) and assess relevance and effectiveness of results
Support and document internal and external consultations and programme prioritization processes in line with emerging priorities for the recovery phase, as well as document outcomes on internal strategic reflections
Review and assess emerging priorities via UN80, inter-agency roles and responsibilities at OPT/SOP level, and advise on set of recommendations
Produce a final SMR report
After the review and strategy development process, we will have an actual one-day or 1.5 day SMR meeting with MENARO, HQ, CoEs as necessary for final adjustments and validation
Phase 2: Programme Management Plan
Conduct functional skills mapping across programme sections, programme effectiveness, and operations teams – taking into account the emerging priorities including from initiatives such as UN80
Lead various levels of staffing consultations with Senior Leadership and Chiefs of Sections in both East Jerusalem and Gaza, including the Staff Association
Analyze the alignment of current field presence with emergency response shifting into recovery phase as appropriate and according to location
Assess operational efficiency in line with programmatic needs
Conduct online surveys for data collection to ensure all staff voices are heard
Identify skill gaps based on future responsibilities aligned with PBR-endorsed programmatic shifts (especially recovery)
Produce a PBR-related document with justification for changes to staffing structure, linked to the SMR report
Qualification
Required
Master's degree in public administration, business administration, international development, social sciences, organizational development, or related fields
At least (10) years' relevant experience in at least two of the following areas: strategic analyses, organizational development, evaluation, and programme development and management, PBR analysis
Excellent intercultural communication skills, active listening
Organizational diagnostics and workforce analysis
Strong facilitation skills
Fluency in English is required; knowledge of another UN language, especially Arabic is an asset
Preferred
Proven experience with functional reviews, skills audits, or workforce planning
Proven senior leadership experience in understanding of humanitarian, early recovery, recovery and development programming vis a vis humanitarian peace nexus
Understanding of UNICEF Country Office Programme review, restructuring and PBR process
Proven experience in developing strategic planning documents
Knowledge of social and cultural context is an advantage
