Emergency Management Training and Exercise Specialist

Broward County Government is seeking qualified candidates for the Emergency Management Training and Exercise Specialist position in the Office of Emergency Management. This role involves planning, coordinating, and administering the countywide emergency management program, with a focus on training and exercise program management.

Responsibilities

Coordination of in-person, virtual, and hybrid trainings for County staff and various whole community stakeholders
Management of Broward County’s Integrated Preparedness Planning Process
Maintaining training calendars, monitoring course rosters, and ensuring instructor recruitment and coordination
Tracking all training records and National Incident Management Team compliance
Full Homeland Security Exercise & Evaluation Program (HSEEP) compliant design, development, conduct, and evaluation of exercises
Development of customized curriculum, and conduct customized presentations, trainings and workshops for stakeholders
Serve in EOC as Command or General staff position i.e., Planning Section Chief, Resources Unit Leader, Liaison Officer, etc
Work on projects as assigned in the Special Projects Section including components for operational readiness and WebEOC training
Subject to recall during disasters and other emergencies
Work on weekends, holidays and shift work may be required during emergency and/or disaster situations
Receives, stores, maintains, and utilizes written materials and equipment necessary for emergency planning, preparedness, response, and recovery to disaster situations
Strong written, verbal and interpersonal communication skills with demonstrated ability to effectively communicate to and with diverse range of stakeholders
Experience in managing a major aspect of emergency response in an Emergency Operations Center setting is highly beneficial
Perform other duties as assigned
Advises and assists the division director on all operational and technical matters related to the emergency management program section(s) or function(s) assigned
Assists municipal, county, and state partners with planning, training, and operational outreach relating to the implementation of assigned emergency management programs
Maintains operational readiness of the Division and the Emergency Operations Center; plans, coordinates, trains, and exercises groups and individuals that function within the assigned section(s) or function(s) of the emergency management program to ensure that the groups or individuals respond as planned; develops, maintains, trains and exercises the requisite standard operating procedures, checklists and job aids
Prepares project applications for federal and state funds to provide expansion of facilities and services; researches the feasibility of expanded activities and submits reports to administrative superiors
Assists in the emergency activation functions of the operations center to ensure the operational readiness and effective performance
Functions as the duty officer, on a rotating basis, providing the 24-hour emergency point of contact for the Emergency Management Department; provides appropriate referral or information to inquirers and responds appropriately to those situations requiring further intervention
Develops and delivers emergency management and disaster preparedness education to a variety of audiences
Assumes project responsibility for administering the activities and operational scope of contracts and grant programs; devises project procedures and schedules; prepares project/progress reports and related data; coordinates preparation of grant proposals and writes grant applications, as needed
Receives, stores, maintains, and utilizes written materials and equipment necessary for emergency planning, preparedness, response, and recovery to disaster situations
Facilitates the accomplishment of work through providing, obtaining and coordinating a variety of services
Conducts special studies/assessments in conjunction with a project; analyzes data and makes recommendations based upon findings

Required

Bachelor's degree from an accredited college or university with major coursework in business, liberal arts, or any other degree related to Emergency Management
Two (2) years in emergency management planning in the area of training and conducting exercises in an Emergency Management Agency or closely related experience
Possess and maintain a valid Florida Class E Driver's License based on area of assignment
Ability to pass a Homeland Security background check (not classified)
Completion of incident command courses within six (6) months of hire: FEMA ICS-100, 200, 300, 400, 700 and 800
Strong written, verbal and interpersonal communication skills with demonstrated ability to effectively communicate to and with diverse range of stakeholders
Experience in managing a major aspect of emergency response in an Emergency Operations Center setting is highly beneficial

Preferred

Completion of ICS courses 100, 200, 300, 400, 700 and 800
Knowledge and experience with HSEEP program
Experience conducting trainings to internal and external stakeholders
Technical expertise in the development of workshops, tabletop, functional, and full-scale exercises
Florida Professional Emergency Manager (FPEM) or Certified Emergency Manager (CEM) certification
Experience using and teaching WebEOC
Master Exercise Practitioner (MEP) certification
