DIVISION TECHNICAL DIRECTOR NSWC Indian Head
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking a Division Technical Director (TD) to provide senior civilian leadership and ensure technical excellence within the division. Responsibilities
You will oversee the technical direction of integrated research and engineering development, scale-up, test and evaluation, manufacturing technology, limited manufacturing in areas such as warheads, rocket motors, ammunition and other ordnance
You will be responsible for the long-term stewardship of Division technical capabilities, including facilities and expertise, and the support infrastructure for Technical Warrant Holders
You will direct the development and execution of NSWC IHD strategic planning and goals, incorporating the Strategic Plan tenets and organizational goals, and continually evaluates progress towards those goals
You will ensure NSWC IHD understands and adheres to all federal and state environmental laws and regulations
You will ensure the workforce is trained and properly supervised in those environmental laws and regulations that pertain to the duties of the position
You will assess and shape the future DON and DoD needs related to energetics and energetic material systems impacting successful pursuit of our national defense strategy
You will develop and transition applicable Science and Technology concepts to meet these future demands

You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so

You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Knowledge of defense organization, mission, and operations (including technologies, design, systems engineering, systems acquisition, engineering development, test and evaluation, logistics engineering, Fleet introduction, in-service support, and disposal)
Knowledge of and competence in broad areas of Naval combat systems science and technology; project management and execution; and research, development, test, and evaluation (RDT&E) acquisition policy in areas such as warheads, rockets, ammunition and other ordnance systems, energetic materials, ordnance safety, logistics, and environmental technology, and cartridge-actuated, pyrotechnic and specialty devices
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs
Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Professional Engineering Series (0801)
Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering
The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance
For General Physical Science Series: A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
