Human Resource Analyst 3

The Commonwealth of Pennsylvania is seeking a Human Resource Analyst 3 to join their Department of Corrections within the Labor Relations Division. This role involves providing technical assistance and advice, investigating employee misconduct, and fostering relationships with union representatives to resolve contractual and disciplinary matters.

Responsibilities

Investigating allegations of employee misconduct
Reviewing, investigating, and responding to grievances
Providing appropriate interpretation to supervisory or managerial personnel on the meaning and method of implementation of collective bargaining agreement provisions
Developing and fostering working relationships with the Unions representing agency employees
Corresponding with the Unions on a regular basis to successfully resolve and/or settle contractual and/or disciplinary matters
Participating in and conducting labor/management meetings with union representatives
Acting as a liaison with other programs regarding issues with labor-management implications
Conducting investigatory interviews, fact-finding meetings, and pre-disciplinary conferences

Required

One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
You must pass a background investigation and meet Criminal Justice Information Services (CJIS) compliance requirements
