Capital Projects Manager, Senior - Grant Funded

They are seeking a Senior Capital Projects Manager responsible for providing professional construction management for various citywide projects, including supervision of technical staff and management of complex projects.

Responsibilities
Managing projects and related activities through project lifecycle including securing permits, recommending/approving pay applications/invoices; preparing project schedules; developing project budgets and budget proposals; preparing contract documents for design and construction to be submitted into the City’s finance system; and ensuring compliance with all applicable rules and regulations
Developing scope of projects; preparing, coordinating, reviewing, and monitoring preparation of project designs, plans, specifications, engineering studies, and cost estimates
Preparing various documents such as ordinances and RFP’s/RFQ’s; reviewing and approving change orders; tracking and approving expenditures; and providing all project close-out documentation
Performing site inspections to ensure compliance with project requirements; attending and presenting during various meetings including bid selection, project planning, construction progress meetings, and public hearings
Serving as key point of contact/liaison with internal/external departments or agencies; meeting with project coordinators such as consulting engineers, City representatives, and contractors; determining projected needs/use levels according to established models; attending departmental, progress, and other meetings
Researching and compiling complex information and preparing complex reports; attending public meetings and making public presentations; maintaining project records and coordinating with outside entities
Qualification
Required
Bachelor's Degree in business administration, engineering architecture, construction management, or directly related field
Six years of professional engineering or construction/project management experience
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Some assignments may require a Professional Engineering (PE) Registration or licensure as an Architect in the Commonwealth of Virginia
Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
Candidate should have or be able to obtain the IFMA Credentials (FMP) Facility Management Professional, and (SFP) Sustainable Facility Professional within the first 24 months of Hire Date
Preferred
Experience with building design
Experience with construction and maintenance principles and practices within MEP Trades
Experience with state and local building codes
