San Antonio River Authority is responsible for wastewater treatment operations and is seeking a Supervisor to oversee staff and manage various treatment processes. The role includes supervising operations, ensuring regulatory compliance, and coordinating maintenance and testing programs.

Responsibilities

Supervises, directs, and evaluates assigned staff. Responsibilities include hiring and termination decisions; assigning and prioritizing work; creating and managing employee schedules and approving leave; providing or facilitating training and development; handling employee concerns and disciplinary actions; conducting performance evaluations; recommending salaries and pay changes; and serving as a liaison between staff and management
Prepares and submits required reports to regulatory agencies, including monthly reports to the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA). Oversees preparation of time and material records, forms, and related documentation
Coordinates and oversees sampling and testing of effluents, sludge, soils, and reuse water. Ensures proper frequency and compliance with permit requirements using in-house, regional, or contract laboratories. Plans and monitors bio-monitoring projects and assists with permit applications and audits
Performs technical calculations including chemical dosage rates, loadings, food-to-microorganism ratios, sludge age, percent solids, and pounds of waste using algebraic formulas
Oversees the operation and administration of Supervisory Control and Data Acquisition (SCADA) systems and coordinates with reuse water systems for optimized performance
Supervises and coordinates equipment maintenance and repair, including preventive and non-routine maintenance, equipment calibrations, and troubleshooting. Oversees maintenance of facility and collection system lift stations and ensures compliance with stormwater and industrial pretreatment programs
Inspects facilities and operations to ensure safety, efficiency, and regulatory compliance. Identifies operational deficiencies and recommends corrective actions
Oversees commercial discharger inspections and classifications; coordinates monitoring of compliance with discharge permits
Assists in budgeting and procurement. Researches prices, prepares requisitions for chemicals, equipment, supplies, lab services, and repair contracts
Leads or supports conceptual planning efforts and works with consultants to evaluate and implement new technologies, processes, and equipment. Coordinates large construction projects and system upgrades
Develops and implements emergency response and crisis management procedures to ensure operational continuity and safety during critical incidents
Performs other related duties as assigned

Required

High School Diploma and eight (8) years of progressively responsible experience in wastewater treatment operations and two (2) years' supervisory experience; or a combination of experience and education that results in the required knowledge, skills, and abilities
Wastewater Operator License, Class B
Must have and maintain a valid driver's license and an insurable driving record
Knowledge of Texas Commission on Environmental Quality rules and regulations
Knowledge of principles and practices with extended aeration activated sludge and conventional activated sludge processes
Knowledge of effluent limitations
Knowledge of sludge regulations, reuse water regulations, stormwater regulations, and industrial waste pretreatment systems
Knowledge of Microsoft Office
Skills in interpreting and understanding lab analysis for proper process control
Skills in analyzing and interpreting documents, instruction manuals, policies, and procedures
Skills in communicating orally and in writing
Ability to function in a principle-based organization that has a culture built on character and SARA Core Values of Stewardship, Integrity, and Excellence
