Real Estate Development Specialist
The City of Milwaukee is seeking a Real Estate Development Specialist to advance economic and housing development goals by managing complex real estate acquisition and disposition projects. The role involves coordinating with various stakeholders, overseeing property management, and supporting economic development initiatives within the city.
Responsibilities
Manage real estate disposition projects, including analyzing commercial, industrial, and vacant lot real estate acquired through tax foreclosure or by the Redevelopment Authority of the City of Milwaukee (RACM)
Inspect properties inside and outside in all neighborhoods of the City
Price properties for sale; research properties before sale. Manage the marketing of properties through multiple listing services, review offers to purchase, evaluate proposals, and complete buyer background assessments
Manage real estate closing process with buyers, including preparing closing statements and transaction documents, attending or performing closings, and preparing and recording deeds with the Milwaukee County Register of Deeds
Manage the disposition of surplus Milwaukee Public Schools (MPS), Milwaukee Public Library (MPL), and other municipal properties by creating requests for proposals, preparing marketing materials and correspondence, and coordinating with City officials and staff
Coordinate and execute work with other governmental agencies to achieve the acquisition of privately-owned property (eminent domain)
Attend public meetings on behalf of the DCD regarding relevant projects. Present files and sales to the Common Council and other relevant boards, such as the City Plan Commission, for approval
Lead coordination within the Department of City Development (DCD) and in collaboration with other City departments on real estate functions, including obtaining street/alley dedications, coordinating proposal review and closings to align with concurrent planning, zoning, and incentive reviews, and combination/division of land
Work with stakeholders to review easements, present easements to the Common Council for approval, execute documents for projects involving City real estate, record easements, and distribute recorded copies to various City departments
Prepare tenant relocation plans in accordance with all applicable federal and state laws
Establish tenant eligibility, provide technical advice, and compute financial benefits for residents and businesses displaced by actions of the City in the furtherance of blight elimination and revitalization objectives
Act as a relocation consultant, providing advice to displaced persons and entities providing relocation benefits
Develop and maintain partnerships with existing area businesses, residents and non-profit organizations to advance real estate initiatives
Assist with applying for and managing grants to support industrial area redevelopment and economic development initiatives
Coordinate with public and private partners on issues related to job creation, freight movement needs, and infrastructure improvements to support economic development initiatives within the City’s manufacturing and industrial areas
Coordinate and manage consultant and construction contracts within industrial and brownfield areas, including the planning and development of necessary infrastructure improvements on land
Negotiate agreements with public and private sector partners. Coordinate required public approvals for infrastructure and development activities, and coordinate with stakeholders
Serve as project manager, coordinating economic development and real estate-related activities at large-scale sites owned by the City of Milwaukee and RACM
Facilitate real estate transactions, providing technical assistance to developers, and coordinating with various City departments and other agencies to promote economic development, investment, brownfield cleanup, and job attraction and retention
Serve as property manager and primary tenant point of contact for project areas
Coordinate and manage consultant and construction contracts for facilities management of properties, buildings, and tenants
Negotiate and draft license and lease agreements on City and RACM-owned commercial property
Qualification
Required
Bachelor's degree in real estate, construction management, urban planning, architecture or similar field from an accredited college or university
Three years of professional experience in the acquisition and/or disposition of real estate or performing similar duties related to the position
Valid driver's license and the availability of a properly-insured personal vehicle for use on the job at the time of appointment and throughout employment
Bachelor's degree in real estate, construction management, urban planning, architecture or similar field from an accredited college or university
Four years of professional experience in the acquisition and/or disposition of real estate, economic development, engineering project management, or performing similar duties related to the position
Valid driver's license and the availability of a properly-insured personal vehicle for use on the job at the time of appointment and throughout employment
Knowledge of real estate sales and marketing principles and techniques
Knowledge of real estate, urban planning, architecture, and construction initiatives and principles
Familiarity with commercial real estate processes including appraisals and broker price opinions, purchase and sale agreements, financial feasibility, easements, reading and interpreting title reports and closing statements, and federal and state relocation laws
Ability to read, interpret and apply laws, codes, and regulations
Knowledge of mapping, platting, and legal descriptions
Ability to establish and maintain effective working relationships with elected officials, City staff, developers, property owners, and the general public
Customer service skills to ensure exceptional service is provided
Effective written communication skills to create clear and concise business correspondence, develop marketing and community outreach materials, and prepare reports
Verbal communication skills to communicate effectively with a wide variety of people (property owners, developers, contractors, co-workers, and community organizations) in person, over the telephone, and in public settings
Preferred
Real Estate Broker's License
Property appraisal experience
Certification as Hazardous Material Manager or Environmental Hygienist
State of Wisconsin Notary Public
Department of Transportation (DOT) Relocation Specialist
