WPC Treatment Operations Crew Leader
City of Moline, IL is seeking a WPC Treatment Operations Crew Leader to oversee the operation of treatment processes and maintenance of equipment. The role involves providing leadership to plant personnel, ensuring compliance with regulations, and coordinating maintenance activities.

Responsibilities
Operate plant processes and equipment
Install, clean, maintain and repair treatment units, related equipment, buildings and grounds
Collect wastewater samples from various sources
Perform varied tasks related to the Industrial Pretreatment Program in support of compliance monitoring, permitting and enforcement
Provide leadership and work instruction to the treatment plant maintenance and operations personnel by issuing and interpreting work orders and assigning same as directed by WPC Treatment Operations Manager
Respond to emergency call-outs to repair damaged equipment and to eliminate electrical or mechanical malfunctions and safety hazards
Maintain inventories of supplies and equipment
Ensure duties performed and assigned are carried out in compliance with local, state and federal regulations and laws and conformance to acceptable standards and practices
Report to management on the performance of crew members, status of work projects and any other pertinent issues
Assist with developing standardized work procedures consistent with parameters set by division management
Instruct employees on proper techniques of the work performed and the equipment used
Assist in the preparation of operational reports, cost analyses, specifications and documentation of progress toward stated goals and objectives
Promote communication and adequate information flow
Issue and interpret work orders and assign duties to employees
Explain, apply and enforce city and department policies

Qualification
Required
Associate degree or equivalent from a two-year college or technical school and five (5) years progressively responsible experience in the operation, maintenance, and troubleshooting of wastewater treatment processes and equipment with emphasis on operational control and recordkeeping; industrial pretreatment surveys and inspections, including metal finishers; and in preparing USEPA pretreatment reports; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities
Thorough knowledge of information concerning applicable theories, principles, operation and equipment related to wastewater treatment and methods; tools and materials used in the installation, maintenance, repair and calibration of wastewater pumping and treatment facility equipment; and chain of custodies, sampler preparation, hold-times, and EPA Laboratory Methods; knowledge of Title 40 of the Code of Regulations Part 403, including sampling requirements; the acceptable practices and standards of the mechanical, electrical and plumbing trades; the laws and regulations that impact the work performed and supervised
Advanced skill in performing wastewater facility process control and maintenance; skill and adeptness with speed in performing physical activities to complete complicated tasks involving close tolerances; public, employee and labor relations and in maintaining effective working relationships; using personal computers and software applications; reading and interpreting plans, blueprints, shop drawings and schematics; using hand tools and power tools; the use of electronic/electrical and mechanical diagnostic equipment and preparation of reports and any related written correspondence
Ability to work independently performing advanced work in both trades and technical areas; analyze technical laboratory reports and troubleshoot non-compliant sampling and results; read, analyze and interpret documents such as policies, regulations, instructions, procedure manuals, diagrams, schedules and labor agreements; respond effectively to inquiries or complaints; write reports, business and correspondence and work procedures; effectively present information and respond to questions from managers, elected officials, employees and the general public; concentrate with continuous close attention for extended periods of time to obtain accurate results while frequently being exposed to unusual pressure; calculate figures and apply concepts of basic algebra, geometry, chemistry and biology; solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Valid Illinois Class B Commercial Driver's License (CDL-B) with air brakes endorsement, or equivalent, within sixty (60) days of hire
Illinois Environmental Protection Agency's Class 1 Certificate of Competency as a wastewater treatment works operator or equivalent with reciprocity from Illinois within six (6) months of hire
