Business Analyst/Quality Assurance Analyst II
The Regional Income Tax Agency is looking for a Business Analyst/Quality Assurance Analyst II to join their team. This role will serve as the primary liaison between project teams and stakeholders, leading IT development initiatives and ensuring successful solution implementations.

Responsibilities
Lead assigned projects by facilitating discovery sessions with product owners and stakeholders, translating requirements into detailed user stories and story boards, conducting grooming sessions with the development team and coordinating activities to ensure successful project delivery
Partners with stakeholders and cross-functional teams to assess, prioritize, and refine business requirements for optimal project alignment
Effectively works on multiple concurrent projects with a strong focus on time management to meet tight deadlines and deliverables
Utilizes Azure DevOps for end-to-end management of user stories, tasks, bugs, and sprints, ensuring transparency and traceability across project teams
Elicits, documents, and analyzes detailed business and functional requirements to support the successful execution of projects of varying scopes and complexity
Translates conceptual business needs into user stories, workflows, and specifications that are clear and actionable for technical teams
Acts as a liaison between business users and Information Services teams, facilitating cross-functional collaboration
Collaborates with project sponsors to define project scope, vision, and deliverables to ensure alignment with organizational goals
Communicates changes and enhancements to business requirements — both verbally and in written documentation — to the project team, ensuring clear understanding of issues and solutions
Executes manual and automated test cases for both new and existing features to ensure software quality and functionality
Performs comprehensive testing, including functional, integration, security, data conversion, stress/performance, and user acceptance testing
Identifies, documents, and tracks software defects through to resolution
Participate in monthly patch testing, integration testing, smoke testing, and production support to maintain system stability and performance
Ensures all software meets organizational quality standards prior to deployment
Creates procedure documentation and knowledgebase articles
Performs demonstrations for end users to showcase new software functionality and gather feedback for continuous improvement
Communicates technology solutions into clear, concise language for non-technical stakeholders
Qualification
Required
Bachelor's degree in Information Technology/Business Administration or equivalent work experience
Minimum of three years' work experience in the Systems Development department of an information systems organization or a proven track record as a BA/QA I
Specific knowledge of the Siebel Call Center, with knowledge of other Siebel applications (Service Requests, eService)
Good working knowledge of Windows Forms/Web applications, IVR systems, FileNet Systems, and Data Warehouse/SQL Jobs
Good working knowledge of Microsoft Word, Excel, and PowerPoint
Ability to create and execute simple to complex SQL queries and mentor more junior BA/QAs when needed
Ability to read file layouts
Fluency with Bug/Defect Tracking Systems
Visual Studio Team Foundation Server/Azure DevOps
Ability to execute automated test scripts using an automated testing tool and to follow-up on discovered defects and devise an overall strategy for using automated testing tools for RITA applications
Must be able to create the following types of documents: Business Process Flow documents, Functional requirements documents, Agile User Stories describing software features from a user perspective, Presentations, Functional system specifications (not technical system specifications), Management reports, Test requirement document, Test case document, Test Plans, User Acceptance Criteria Checklist

Black box Testing: Does the product work as it is supposed to?
Grey box Testing: Do various parts of the products architecture work, e.g., interfaces, APIs?
White Box Testing: Using BA/QA developed code/scripts/queries, do the various parts of the product architecture work as expected?
