ALL KNOWN SERVICES is seeking a Senior IT Business Analyst to support mission-critical enterprise applications for the State of Michigan. This role serves as a key liaison between business stakeholders, DTMB teams, and vendors, leading requirements analysis, RFP activities, project planning, and testing strategies to support state-wide IT initiatives.

Responsibilities

Serve as Senior IT Business Analyst for mission-critical state applications
Collaborate with client agencies and DTMB teams to gather, analyze, and document business and system requirements
Lead and support RFP development, cost estimation, impact analysis, and action planning
Analyze data, business processes, workflows, and system integrations to recommend improvements
Act as an IT system owner and vendor liaison for planning and impact assessments
Establish test strategies, develop test plans and test cases, and support UAT with business SMEs
Identify, communicate, and escalate risks and issues in a timely manner
Support statewide IT initiatives and strategic agency objectives
Produce documentation such as process flows, swim lanes, use cases, sequence diagrams, and project analysis artifacts

Required

Strong knowledge of business analysis methodologies and process modeling
Experience with project estimation, planning, and forecasting
Proven ability to gather and document business, functional, and technical requirements
Hands-on experience with SDLC methodologies (Agile, CMMI, or equivalent)
Experience drafting RFP requirements for IT solutions and services
Ability to develop test plans and test cases in collaboration with business SMEs
Proficiency with MS Office, MS Project, and Visio
Excellent written and verbal communication skills
Prior State Government experience is a plus

Preferred

Bachelor's degree preferred
Degree in Computer Science, Information Systems, IT, Systems Analysis, Project Management, Mathematics, or related field
