Data Management Unit Manager (Scientific Programmer Analyst V) - Denver

Responsibilities
Supervise staff (currently five) and program activities
Administer the performance program for all employees to include regular performance feedback
Implement annual work plan and establish work standards
Prioritize and assign work
Monitor work for quality control and efficiency
Coach, mentor, and train employees
Develop and administer budgets
Address personnel issues and mediate conflicts
Implement policies and procedures in a fair and consistent way
Manage a variety of projects that focus on integrating disparate data sets, developing and providing access to CDOT roadway databases, updating and expanding the unit’s supporting software, managing federal and state reporting processes, analyzing information and producing new transportation planning information
Develop and manage spatial databases using Esri ArcGIS software and tools
Acquire data to create and maintain geographic data sets, integrate digital data from other sources, produce maps using GIS and perform various data analysis including statistical analysis
Develop programs to assist with the production of transportation plans and information dissemination
Consult with users of the transportation databases maintained by the Unit to identify needed analytical tools or gaps in data availability
Identify and implement solutions to address expanding data needs, additional analytical capabilities, or improved information quality
Monitor data quality and delivery schedules from data providers to ensure information is available for planning activities
Supervise and participate in the production of mandated state and federal reports including Highway Users Tax Fund (HUTF) and Highway Performance Monitoring System (HPMS) containing information that is utilized for long-range transportation planning and as a basis for national funding allocations

Qualification
Required
Eight (8) years of professional work experience which includes:
Four (4) years of experience in Geographic Information Systems (GIS), geospatial science, geography, computer science, or a field closely related to the major job duties
AND four (4) years of professional work experience that included both of the following:
using GIS and other technology in developing and/or maintaining geographic/geospatial applications and databases
data analysis
Must have 4 years of experience using Esri ArcGIS software
Must have project management experience
Project management includes most of the following: determining project elements, priorities, strategies and goals; determining type and timing of milestones and deliverables; monitoring/tracking project performance; allocating resources (staff, stakeholders, time, etc.), resolving issues and making changes where necessary
Preferred
Demonstrated success with the duties listed in the Description of the Job section
Years of State service experience related to the duties of this position
Highest work/personal ethics and integrity
Extensive data planning, data analysis and data management skills and experience
Comprehensive knowledge and understanding of theories, principles, and best practices of relational databases and GIS systems
Strong experience with roadway-based spatial data and linear referencing systems
Extensive experience using ESRI software including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and extensions (including ArcGIS Roads and Highways), .NET, SQL Server, HTML/JavaScript/CSS and Python
Experience using SQL Server Management Studio and Amazon Web Services (AWS)
Certified GIS Professional (GISP)
Experience managing the development and maintenance of a large number of GIS data sets
Experience implementing data governance across multiple platforms
Software implementation experience
Supervisory skills and experience
