Strategic Management Analyst III, or IV- STR Division - Austin, TX
The Texas Department of Transportation is seeking a Strategic Management Analyst III or IV based in Austin, TX. This role involves executing complex enterprise programs for strategic initiatives and emerging technology, requiring extensive collaboration across the agency and contact with executives and governmental officials.
Government Administration
Responsibilities
Serves as a project leader
Establishes performance targets and measures results through comparative analysis
Manages the strategic planning process and oversees the long-range strategic plan; establishes overall operating objectives and directs agency executive management in achievement of Department goals
Monitors and/ or analyzes federal and state laws, rules, and regulations with potential impact on assigned functions
Analyzes agency processes, policy and legislation, industry trends to identify and recommend solutions to enhance program effectiveness and efficiency
Coordinates liaison work between divisions and districts to collect, share, and track information
Identifies, develops, and implements strategic enterprise initiatives, enterprise programs, and emerging technology
Develops communication and organizational change management plans
Analyzes emerging technology and data tools for agency-wide application and implementation
Performs other job responsibilities as assigned
May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage
Directs the development of metrics and dashboards, and report preparation designed to convey program performance measures
Qualification
Required
Bachelor's Degree in a related discipline
4 years experience in management analysis, operations management, data analysis, program management, organizational change management, strategic planning, or related activities
Experience can be satisfied by full-time or prorated part-time equivalent
Related graduate-level education may be substituted for experience on a year-per-year basis
Valid driver's license. This position requires driving a state vehicle
Bachelor's Degree in a related discipline

Extensive knowledge of effectively managing portfolios and leading programs and projects
Extensive knowledge of strategic planning concepts and methods

Extensive knowledge of applicable process improvement and data analysis methodologies
Proficient skill in emerging technology implementation processes and procedures
Proficient skill in communicating complex ideas and information clearly, concisely, and effectively
Proficient skill in developing and giving presentations
Proficient skill in maintaining a safe working environment
Ability to communicate effectively
Expert skill in leading projects and project teams
Proficient skill in monitoring work assignments and quality of work
Proficient skill in coordinating and scheduling activities/resources
