Senior Management Analyst - Program Integrity

King County Housing Authority (KCHA) is seeking a Senior Management Analyst – Program Integrity to join our Compliance department. This role focuses on data analysis, documentation, and process evaluation to ensure program compliance and effectiveness, interpreting program data and developing reports to recommend improvements.

Responsibilities

Collect, analyze, and interpret program data to assess compliance and performance and to provide actionable information to leadership and staff
Prepare detailed reports and summaries of findings for internal stakeholders
Support the development and implementation of data collection and tracking systems, performance metrics, documentation, and monitoring plans
Collaborate with program staff to understand workflows and identify areas for enhancement
Complete reports and respond to requests from funders, regulators and other stakeholders
Assist in designing and conducting program-level audits, monitoring and continuous improvement activities
Manage and participate in strategic projects; May oversee the work of external consulting firms
Leverage technology to improve access to and timeliness of information in support of department activities

Required

Bachelor's degree in policy analysis, statistics, sociology, economics, informatics, business or related field AND
Considerable experience in collecting and analyzing data (both quantitative and qualitative), identifying trends, authoring reports, making recommendations to improve policy and program efficiency OR
An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position
Understanding technical aspects of the position and continuously building knowledge of assigned program areas, keeping up to date on the substantive and procedural aspects of the position, including: Applicable internal and external laws, policies, regulations, practices, procedures, guidance, recommendations, and best practices
Techniques, tools and strategies for program evaluation, continuous improvement, performance metrics, and project management
Quantitative and qualitative analytical skills
Ability to analyze, interpret complex information and make sound, accurate conclusions and recommendations
Ability to organize work, set priorities and exercise sound judgment
Communicating with clarity and professionalism in both verbal and written formats, including public presentations and technical report preparation, including: Ability to compose and prepare strong technical communication materials
Ability to communicate complex, actionable data analytics to a range of stakeholder audiences
Ability to understand, interpret and explain difficult materials with complicated information
Adept at resolving issues and developing innovative solutions to complex challenges. Skilled in analyzing problems, identifying alternatives, and implementing effective recommendations; demonstrates critical, creative, and reflective thinking
Establishes and maintains effective working relationships with vendors, employees, senior Authority staff, associates, and the general public, treating others with respect and promoting cooperation
Demonstrates strong interpersonal skills and the ability to work collaboratively, earning trust, respect, and confidence from others; consistently delivers excellent results; able to perform effectively under pressure in a fast-paced environment
Uses systems to organize, prioritize, and keep track of information and/or work in progress; maintains accurate and complete electronic and manual records; exhibits attention to detail; ability to multi-task in a high-pressure environment
Demonstrates technical expertise with proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), project management tools, and data analysis and visualization platforms; effectively leverages technology to streamline workflows, manage complex projects, and analyze data for informed decision-making

Position may require travel to KCHA properties and sites. The successful candidate will need to have access to reliable transportation to meet the business needs of the Agency
