Facility Licensing and Support Program Manager

Responsibilities

Provides guidance, supervision, leadership and coaching to directly report staff members to ensure high quality deliverables
Plans and executes the operational and strategic direction and resource allocation of units to support organizational goals
Monitors and ensures that monthly data reports are submitted timely, raising issues, and provides recommendations for improvement as needed
Ensures teaming, cross-collaboration and feedback loops are closed for cross agency work
Oversees the day-to-day operations of the supervisors of the Facility Licensing, Child Protection Register, and Fair Hearing and Appeals unit, including the management of confidential records and the processing of authorized inquiries
Collaborates with other agency departments, law enforcement, healthcare providers, and community partners to ensure effective information sharing and communication about the Child Protection Application and Results Protocols, improving agency practices and reducing appeals
Manages the budget and resources allocated to Facility Licensing, the Child Protection Register, and Fair Hearings and Appeals programs
Ensures the Child Protection Register (CPR) office appropriately allocates staff to effectively and efficiently screen, processes, reviews and completes CPR application requests in a timely manner
Ensures the responsiveness to internal and external inquiries
Ensures ongoing maintenance of information systems and reviews data reports to inform resource allocation and decision making
Ensures the CFSA Office of Fair Hearings and Appeals (OFHA) monitors the budget to ensure that there are adequate contractor resources to fulfill the functions of the office; ensures staff conduct proceedings consistent with CFSA rules and procedures; ensures timely responsiveness to internal and external inquiries concerning fair hearing requests and matters; tracks and reviews data reports to inform resource allocation and decision making
Performs a full range of supervisory functions to include: assigning, directing, and reviewing the work of subordinate staff; administering leave and attendance; evaluating staff performance; recommending hiring, promotions, status changes, awards, disciplinary actions, and terminations; plans, schedules and coordinates work operations to achieve optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans
Performs other related duties as assigned

Required

Master's degree in a field related to social work, public policy, public administration, law or other related discipline is highly preferred
Three Years Of Supervisory Experience Is Highly Preferred
Demonstrable skills and ability to supervise and provide guidance and coaching to subordinate staff to manage a constant workflow and produce consistently accurate and reliable work products
Demonstrable advanced knowledge of federal compliance, report writing, and policy development and analysis
Advanced knowledge of project management, strategic planning, and communication concepts; and demonstrable advanced skill to assess the political and institutional environment in which child welfare decisions are made and implemented
Demonstrable expertise in facilitation, coordination, and planning for medium-to-large scale projects with multiple components, and report development
Demonstrable expertise in public policy issues related to child welfare; advanced knowledge of pertinent research and analytical methodology; comprehensive knowledge of federal, state, and local child welfare regulatory agencies and statutes
Advanced knowledge of local and federal legislative and regulatory processes and demonstrable experience in ensuring that policies conform to relevant local and federal mandates
Strong interpersonal skills; ability to engage a range of stakeholders including resource parents, birth parents, social workers, attorneys, local agency officials, and Federal partners
Excellent written and verbal communication skills; ability to translate technical information into plain language and draft user-friendly policies
Proficient in the Windows operating system and Office365 applications (Word, Excel, PowerPoint, Teams). Proficiency in QuickBase preferred
