District Construction & Materials Engineer (PCE III)
The Kansas Department of Transportation (KDOT) is committed to delivering efficient transportation solutions for Kansans. They are seeking a District Construction and Materials Engineer to oversee construction project contract administration, ensuring compliance with federal aid project requirements and directing field engineers in problem-solving and project management.
Responsibilities
Provide effective leadership to their assigned work unit. This includes such things as leading by example, providing priority outcomes, quarterly performance feedback, timely performance reviews, coaching and counseling, discipline, and providing employee development opportunities for employees under their supervision
Directs and administers all activities of construction project contract administration within the District to ensure full funding on federal aid projects, to meet contract work schedules, and meet requirements of plans and specifications
Oversee District Five materials laboratory and field personnel activities. Administers Materials Sampling and Testing Program as required by KDOT and FHWA for compliance with Standard Spec and Special provisions and Construction Manual requirement specifications
Plans, organizes, and directs construction inspections by assigning field engineers and field engineering technicians to inspect construction projects
Reviews and evaluates problem areas in the nature or scope of work of construction projects and recommends remedial civil engineering measures and procedures to correct deficiencies. Reviews and negotiates change orders submitted by Construction Offices for accuracy and adequate explanation of the change in plans and construction. Advises Field Engineers when plans do not meet engineering standards and recommends procedures to improve and correct deficiencies
Reviews construction project reports, records and estimates to advise and make recommendations to District Engineer concerning appropriate action, disposition and status of work. Directs the development of construction subprogram budget and monitors throughout fiscal year
Inspects construction project sites with Field Engineers to monitor prosecution and progress of the work to ensure inspection is adequate in determining compliance with construction plans and specifications. Counsels Field Engineers and field engineering technicians on appropriate actions and recommendations to achieve greater efficiency and to correct project inspection deficiencies
Provides information to contractors and sub-contractors for understanding of expectations between project inspectors and contractors
Coordinates with various KDOT Headquarters Bureaus concerning current, past and future construction projects; archived historical project information
Coordinates training of field personnel in inspections, documentation, and field engineering through use of FHWA National Highway Institute training sessions and KDOT sponsored training
Qualification
Required
Professional Engineering License recognized by the Kansas Board of Technical Professions
Six (6) years of experience in engineering
Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered
Valid Driver's License at time of appointment
Preferred
Ability to provide effective leadership to their assigned work unit
