GLO - Data Analytics Engineering Manager (Manager VII)
The Texas General Land Office is seeking a Data Analytics Engineering Manager (Manager VII) within the Information Technology Services Department. This role involves overseeing the daily operations of data management, leading cross-functional teams, and implementing strategic data initiatives to enhance the agency's data capabilities and support decision-making processes.

Responsibilities
Oversees the development and application of analytical, visualization, and AI tools to support data-driven decision-making
Provides hands-on technical leadership to ensure analytical environments, AI capabilities, and self-service data tools are reliable, accessible, and aligned with agency needs
Leads the design, development, and maintenance of enterprise data architecture, including data modeling, warehousing, lakehouse platforms, and supporting infrastructure
Ensures platforms are scalable, secure, and optimized for performance while supporting advanced analytics and interoperability
Directs the development and maintenance of scalable data pipelines and data integration processes that support efficient ingestion, transformation, and delivery
Ensures data quality through automated validation, cleansing, and enrichment workflows and oversees metadata, master data, and reference data governance to maintain consistency and trust in agency data assets
Collaborates with agency leadership to define and advance data and AI strategies that support mission outcomes, transparency, and operational efficiency
Identifies opportunities for analytics and AI to improve services and resource allocation and translates policy priorities into measurable performance metrics, dashboards, and decision-support tools
Guides modernization efforts by architecting and evolving cloud-based data environments and hybrid infrastructures
Establishes cloud strategies for storage, processing, and analytics that align with performance, cost, and compliance requirements
Ensures data security, resilience, and disaster-recovery capabilities across platforms
Leads, mentors, and develops a multidisciplinary team of data engineers, analysts, and AI developers
Sets performance expectations, fosters innovation, promotes cross-functional collaboration, and manages hiring, onboarding, and professional development to build long-term analytics and engineering capability within the agency
Qualification
Required
Bachelor's degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field
Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education
A minimum of 7 years experience in data engineering, data management, cloud data and related discipline
This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties
This position requires extensive computer, telephone and client/ customer contact and communication
It requires the ability to move and position oneself as needed for filing and similar routine office duties
The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies
It requires the stamina to maintain attention to detail despite interruptions
Ability to read printed materials and computer screens
The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required
Preferred
Thought leadership and experience in modern data management and driving AI initiatives
Hands-on experience with cloud-based data platforms including Snowflake or Data bricks
Strong understanding of ETL/ELT processes, API frameworks, data modeling, and data lakehouse architecture
Skilled in designing and maintaining scalable, high-performance data architectures in cloud or hybrid environments
Familiarity with data governance, data cataloging, and metadata management tools
Working knowledge of analytics and business intelligence tools such as SQL Server and Power BI
Experience integrating analytics and visualization solutions into enterprise systems
Proven ability to lead, mentor, and develop technical teams while fostering collaboration and innovation
Strong communication and stakeholder engagement skills, ability to align technical solutions to organizational goals
Demonstrated experience implementing data quality controls, validation frameworks, and governance standards
Understanding of data privacy, security, and compliance requirements
Experience with CI/CD pipelines, Data API and automation for analytics environments
