Program Analyst 1 (2 Positions)
The Oregon Department of Education is seeking two Program Analyst 1s to join their Child Nutrition Programs Section. The role involves providing compliance, oversight, training, and communication to support institutions and individuals in the effective administration of Oregon School Nutrition Programs.

Responsibilities
Develop technical assistance, guidance, and information material for administrators, sponsors, food service personnel, private for-profit and non-profit enterprise, educators, parents, special interest groups, professional organizations, consultants, public agencies and other government personnel on School Nutrition, S-EBT and CEP policies, procedures, and federal regulations
Serve as a point of contact for School Nutrition, S-EBT, CEP, Direct Certification, and Medicaid programs in Oregon
Develop and implement strategies to enhance and increase child nutrition programs including S-EBT, and CEP access and equity by:
Participating in advisory groups
Working with other organizations and partners, such as DHS, OHA, Partner for Hunger Free Oregon, and No Kid Hungry
Marketing the program by writing articles for the school nutrition newsletter and updating the website with relevant information
Develop a communication plan to inform sponsors, administrators, and school governing boards to develop policies that integrate School Nutrition Policies, S-EBT, CEP, Direct Certification, and Medicaid programs so eligible participants receive accurate benefits
Qualification
Required
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification
Preferred
Ability to interpret, translate, and apply federal and state regulations, policies, and compliance requirements
Skilled in analyzing program data, identifying trends, and diagnosing issues related to program operations and compliance
Experience developing tools, workflows, and guidance documents to support program implementation
Ability to lead the development of new processes, tools, and systems to improve program administration
Strong organizational skills, including the ability to manage multiple projects and deadlines
High level of accuracy in reviewing documentation and ensuring program adherence to federal and state guidelines
