10+ years expThe International City/County Management Association (ICMA) is seeking a Chief Executive Officer for the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), a new public agency focused on addressing the housing crisis in Los Angeles County. The CEO will lead the agency in building a countywide housing finance system, overseeing innovative financing tools and programmatic investments to ensure meaningful housing outcomes for affected communities.

Lead the agency during a pivotal phase of evolution and early implementation
Build a countywide housing finance agency from the ground up
Establish the systems and partnerships necessary for speed, accountability, and impact
Ensure that public resources translate into meaningful housing outcomes for communities most affected by housing instability
Shape the agency’s organizational infrastructure, financial strategy, and programmatic direction
Position LACAHSA as a trusted regional convener and catalyst, capable of aligning cities, developers, community organizations, and capital partners around shared housing goals
Oversee the design and deployment of innovative financing tools, including establishing a Joint Powers Authority to expand bonding capacity
Guide programmatic investments across housing production, preservation, and tenant protection
Serve as the public face of the agency, bringing political sophistication while being apolitical
Combine bold vision with operational discipline, demonstrating an unwavering commitment to equity, transparency, and ethical stewardship of public dollars while navigating complex political landscapes
Qualification
Required
At least 10 years of senior leadership experience in affordable housing, housing finance, community development, or a related field
Deep expertise in housing finance, including capital markets, bond financing, Low Income Housing Tax Credits, and innovative financing structures
Proven record of delivering housing outcomes through production, preservation, or protection
Experience in building organizations or programs from the ground up
Ability to work effectively across public, nonprofit, and private-sector environments
Ability to communicate complex financial and policy concepts clearly to diverse stakeholders
A bachelor's degree in public administration, finance, urban planning, community development, or a related field
Preferred
A master's degree
