They are seeking a Senior Program Manager for the Office of Highway Maintenance, responsible for high-impact programmatic and administrative functions, including policy development, financial analysis, and supervising clerical staff.

Responsibilities

Utilizes highway maintenance operational data and statistics to produce evidence-based recommendations supporting strategic decisions and resource allocation
Maintains accurate, organized, and up-to-date operational and financial data repositories for leadership use
Prepares, reviews, and delivers data-informed recommendations for the Office of Highway Maintenance annual operating and capital budgets
Accurately compiles, tracks, and projects expenditures in accordance with established accounting procedures
Verifies fiscal soundness of office spending (e.g., supplies, training, vehicle procurement/overhauls, software enhancements)
Works with Financial Management Division to identify and leverage financial resources supporting Office of Highway Maintenance plans and county road maintenance goals
Conducts comprehensive analysis of contract and operational data to identify cost savings, efficiencies, and risk factors
Executes purchasing processes including shopping carts, purchase orders, and payments within established timelines
Collaborates with Agency CAPO to prepare and submit contracts and procurement documents
Uses data analysis to monitor contractor compliance, assess performance trends, and recommend adjustments to improve program outcomes
Coordinates cataloging and maintenance of historical data for local, state, and federal audit review
Ensures adherence to established standards for record retention and fiscal documentation
Reviews revenue reconciliation processes and promptly alerts leadership to discrepancies
Coordinates events, meetings, and engagements with internal and external stakeholders
Drafts policy, procedures, and core program documents for leadership review
Supervises and coordinates work of General Clerks and Administrative Aides (I, II, III) as needed to support office operations

Required

Bachelor's degree from an accredited College or University in Liberal Arts, one of the Social Sciences, or Public or Business Administration; or field closely related to assignment/functional area
Three (3) years of progressively responsible administrative experience in government or business
At least one (1) year of experience involved in supervision of high-level administrative staff
An equivalent combination of education, experience and training which provide the required knowledge, skills, and abilities may be considered
Please note there is no equivalency for supervisory experience

Preferred

Possess and maintain a valid driver's license
