The State of New Hampshire is seeking a Permits and Licensing Unit Program Assistant II to assist in the development, implementation, and oversight of unit programs. This role involves reviewing applicant eligibility and related transactions for the Division of State Police, ensuring compliance with laws and regulations.

Responsibilities

Reviews applications from the public for completeness and accuracy and verifies information against current laws, administrative rules, and information obtained from a variety of databases to determine eligibility for permits or license requests
Manages caseload in a manner to ensure adherence to required timeframes, including cooperating with coworkers to exchange information allowing for continuity of processing functions
Conducts advanced research into criminal history record information and applies knowledge and interpretation of federal and state rules, regulations and statutes pertaining to the Permits and Licensing Unit and Gun Line to determine the timely approval or denial of requests for various licenses, permits and privilege requests
Gathers, compiles and presents a report of findings to the supervisor in denial cases for final decision-making
Corresponds with state, local and federal law enforcement agencies and courts to request additional information when needed to establish complete and official records on an individual
Reviews items including, but not limited to, court dockets, indictments, arrest reports, criminal history and driver license records in order to make and defend eligibility determinations
Communicates with Federal Firearms Licensees (FFLs) to make notification of inquiry results and provide guidance on procedures and policies
Liaises between FFLs, the Federal Bureau of Investigation: National Instant Check System (FBI NICS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) regarding licensing issues, licenses to sell and related compliance matters
Provides administrative supervision to unit staff to ensure efficient processing of applications and collecting, maintaining and releasing of information for programs such as Counter Licensing, Non-Resident Concealed Permits, Gun Line and Domestic Violence/Civil Stalking Return of Firearms
Prepares reports of caseload, including queued and processed requests, and presents to supervisor for decision-making related to workflow, training needs and coverage adjustments
Assists superiors with evaluating and developing training programs and manuals for the processing of transactions and conducts informational and operational training for staff members as needed
Assists in the development of operational policies and procedures to establish best practices
Maintains working relationships with state personnel, law enforcement agencies, federal law enforcement such as Federal Bureau of Investigation and Alcohol, Tobacco and Firearms agency to ensure efficient and accurate communication
Builds and maintains a complete understanding of state and federal laws, requirements and disqualifiers
Provides technical assistance to State database users, including members of State Police, local law enforcement and court staff, in the navigation of National Crime Information Center (NCIC), National Instant Checks (NICS), OPENFOX and other software applications utilized regularly by the Permits and Licensing Unit
Clarifies and provides guidance on state and federal disqualification information
Develops and maintains efficient filing systems and workflow processes to support document control for information generated by program transactions and purges records in accordance with State law

Required

Equivalent combination of 2.5 years of education and experience after completion of high school
Must pass a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information
Must obtain State Police On-Line Telecommunications System (SPOTS) certification within 90 days of hire

Preferred

Experience performing data entry, providing customer service, or reviewing data are preferred
